HomeMy WebLinkAbout1989-02-22; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Meeting of: Time of Meeting: 4:OO p.m. Date of Meeting: February 22, 1989 Place of Meeting: HOUSING AND REDEVELOPMENT ADVISORY COMMI City Council Chambers CALL TO ORDER: Chairman Densham called the Meeting to order at 4:03 p.m. ROLL CALL: Present: Chairman Densham, Committee Members Hayes, Helton, McCoy, McMahon, Mikael, Norby and Palmesi. Absent: Member Rombotis. Others Present: Chris Salomone, Director of Housing & Redevelopment Patty Cratty, Senior Management Analyst. APPROVAL OF MINUTES: Minutes of the Regular Meeting held 3anuary 23, 1989, were approved as amended to show Chairman Densham would meet with the Finance Director. PUBLIC COMMENT: There were no requests to address the Committee. OLD BUSINESS/INFORMATIONAL: Chairman Densham stated he wanted to recognize Thelma Hayes for her efforts in Chairing this Committee for the past year, and her efforts in setting up the Sub- committees. He added that he felt the benefits from setting up the Sub-Committees will prove to be the best thing done in a long time. He told of her untiring work on behalf of the pedestrians and presented her with a plaque in recognition of her service. 1. LOCATOR MAP. Member Norby introduced 3oe Nicholson, who had samples of the locator map boards. on one side of the proposed board and the immediate area map on the reverse side. Mr. Nicholson explained the boards would be at intersections and would be 7 1/2 feet by 3 feet wide, and would not block pedestrians or people in their homes. He explained the area map Member Norby stated they have not determined how the merchants will be listed or what charges there will be, if any. the locations of other locators. A suggestion was made for the boards to list The Committee discussed whether the 17 locator maps should be done piecemeal or all at once, with more Members favoring installing them all at one time. Graffiti was discussed, with a protective coat suggested. The frame would be tough and Mr. Nicholson added that the poster could be easily and inexpensively reproduced. MEMBERS Densham Hayes Helton McCoy McMa hon Mikael Norby Palmesi \ \ MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE February 22, 1989 Page 2 Chairman Densham stated that the consensus of the Committee was that they approved the work done on the locator boards and recommended that work on this project go forward to the next stage, with a report back to the Committee. 2. PUBLIC RELATIONS WORKSHOP. Chris Salomone reported on the Workshop held February 17, 1989, stating several of this Committee's Members were present. public relations campaign for the streetscape. Brochures and booklets will be available for the merchants and events are being planned to focus on the end result. The next meeting will be March IO, 1989, at 9:00 a.m., in the Council Chambers. Mr. Salomone stated he hoped to have drafts of the printed material at that t ime . He said plans are going forward with the 3. SUB-COMMITTEE REPORTS. Housina Chairperson Mikael stated th,s Sub-Committee had not met. Member Hayes stated that housing is an important part in the master plan to be discussed next Monday. Mr. Salomone agreed and since the City is involved in a wide array of housing, it would be a good thing to discuss. Design Chairman McCoy reported this Sub-committee met February 14 and talked about hiring a consultant. an outgrowth of the workshop. This will be Mr. McCoy stated they also discussed design for City- owned properties--what uses they can be put to and if the Oak Street yards were obtained, could there be low- cost housing. Also, they recommended proceeding with the Circulation Plan as soon as possible. Street- crossing safety was another topic discussed, and that will be brought up on the Madison Street crossing. Par kina Member Mikael gave the report, stating they had discussed the porkchop on Madison, and also discussed the parking with the new lots being created downtown. Chris Salomone added that the parking lot designs are being finalized now and are ready to go out to bid. He stated he would give written notes on the Sub-committee meetings to the consultants. also discussed by the Parking Sub-Committee. (Continued 1 Long-Range Planninq Chairman Norby reported on a meeting last week and stated they planned to take the lead role in developing the master plan and hiring the consu tants. to go in with instructions to the consultants instead of them asking this Committee questions. function, it is the desire of the Sub-committee to have this more of a platform versus a study. There have been several studies and the desire is to have this be something that can be forwarded to the Housing and Redevelopment Commission to be put into effect. They want 4s far as the Mr. Norby said there was discussion on a selection committee to hire these firms, with perhaps seven members on the committee. There will be a meeting before the next regular meeting. Chris Salomone stated the Workshop next Monday will consist of interaction with the consultant representatives to determine "Where do we go from here"-- with a make-up of the community and budget, and then take a recommendation to the Commission. The meeting will be here in the Council Chambers at 2:OO p.m., Monday, February 27, 1989. 15TH YEAR CDBG. Chris Salomone stated this was a reminder for the Members to be thinking about projects they would like to see on the block grant program. OLD BUSINESS/INFORMATIONAL: 5. NORTHWEST QUADRANT. Member Hayes reported on the group that is meeting due to the Parks and Recreation Element of the General Plan treating the northwest quadrant differently from the other quadrants as far as parkland by counting school grounds at 100 percent. Since the Redevelopment Area is in the northwest quadrant, Mrs. Hayes felt it was to everyone's advantage to have parks and recreational areas that visitors can enjoy, and that this was the proper time to work on changing the Parks and Recreation Element. Chris Salomone explained that the northwest quadrant was built at a time when the regional type of park was not part of the Element and land is difficult to obtain for park purposes. The suggestion was made to consider, in the master plan, the pieces of property available that could be and should be considered as potential park areas. The tourists need a place to walk and play tennis, etc. MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE February 22, 1989 Page 4 Mario Monroy stated that this group of citizens feels that the Redevelopment Area will affect the surrounding area, just as they affect the Redevelopment Area. He said there is a park problem, and there is land and funds, and maybe through the master plan they can solve the definition of what is meant by parks in the northwest quadrant--particularly in Zone 1. He also stated that the area outside of the Redevelopment Area needs to be integrated with the Redevelopment so everyone could benefit. He gave an example of a trail from the Buena Vista Lagoon to the Agua Hedionda Lagoon, along the railroad right-of-way, and repeated that the group that is meeting wants to get people together to support these ideas. Chairman Densham commented that with the housing programs in the Redevelopment Area, and the attempt to get more residential units into that area, the population base may change with regard to parks. Member Hayes added that the area is only 75 percent built out and not completely, as stated by Parks and Recreation. Chris Salomone stated that he felt the master plan process might take 8 months--with a large portion on parks alone. Chairman Densham suggested a letter to the Commission that the Housing and Redevelopment Advisory Committee is in a master plan discussion and, not to inhibit the process, we would like to have the opportunity for review of the parks question in the Redevelopment Area. The Committee would like their master plan to be incorporated into the Growth Management Plan for that particular quadrant. Chris Salomone indicated he would draft such a letter. Housing and Redevelopment Advisory Committee directed staff to write a letter to the Housing and Redevelopment Commission that they would like the opportunity to review the parks question in the Redevelopment Area and would like their master plan incorporated into the Growth Management Plan for that quadrant. 6. TREE REPLACEMENT. Member Norby reported that trees are being replaced on the south side of Beech Street and because of this Comittee's recommendation, larger trees are being planted. The Committee asked for a report by staff on the timetable for the tree replacement program. 6A. Member Hayes reported that the Pedestrian Action Plan was adopted by the Traffic Safety Commission and she said she was in agreement with what they had passed. This should be mentioned in the letter to the Commission, with a copy to Planning. Members McMahon and Helton left. 7. TRANSIT CENTER. Chris Salomone stated Council heard the report on this last night, and one proposed site for a station was Grand Avenue and the other site for Carlsbad was Poinsettia. Staff was directed to review the sites with the County and NCTD and return with a recommendation. He said staff had concerns with the Grand Avenue site and will do an analysis of that. Mr. Salomone said a 250-space parking lot was recommended, and the Committee Members agreed that was a lot of parking, and suggested a parking structure be studied. Mr. Salomone indicted this proposal will be studied closely by staff. Chairman Densham added that the impact of commuter rail and that much parking would be significant and whether that would be compatible with what the master plan would want for the Redevelopment Area. Member Norby suggested the possibility of having commuter rail pay into the parking district or having them provide more parking as the ridership increased. Chairman Densham stated these were regional concerns, if we believe the transportation habits of Southern California are going to change. In 20 years, regional and public transportation will have a far-reaching effect on the Redevelopment Area--could have a parking structure and no cars. He asked staff to keep this Committee informed when any key items are coming up. 8. MADISON AVENUE. Chris Salomone reported that Member McCoy and his Sub- Committee had expressed concerns with the proposed porkchop, and a report from Marty Bouman was included in the packet. Mr. Bouman feels the porkchop is necessary as a safety issue. Member McCoy expressed his opposition to the porkchop and felt it created a possibility for accidents. He felt the traffic signal should be installed at the same time the other Elm Avenue signals are installed. Chris Salomone said it will be 9 or 10 months before anything is done in that area of the streetscape, and this Sub-committee should continue to keep meeting and stay informed on what is being done. They could propose not putting it in for six months. Mr. Salomone suggested they continue working with Bob 3ohnson on this matter. 9. CARLSBAD THEATRE. Chris Salonone referred to the Agenda Bill attached to the packet authorizing a feasibility study for the theatre. Committee discussion centered on whether this would set a precedent. Mr. Salomone stated he felt this was unique and the theatre could be a benefit to the downtown area. Chairman Densham said there is no precedent in the Redevelopment Area, as each item is looked at individually. MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE February 22, 1989 Page 6 Mr. Salomone said a consultant's report would show what is needed to get the theatre into operation, and he felt it was an important part of the Redevelopment Area. Chairman Densham stated he would like the $15,200 to be a "not to exceed" amount and a cap on the reimbursable costs. In answer to Committee question regarding the City doing this work and the report perhaps saying a large amount of money is to be spent, and then where does the City go, Mr. Salomone replied that the City has a minimum ability to talk to new owners at this time, and if the theatre is not feasible for rehabilitation, then a decision needs to be made for its disposition. Chairman Densham said this theatre is significant to the downtown area historically and as it relates to the Redevelopment Area, and he would recommend staff be directed to go ahead with the study. Member McCoy said it was not the City's position to do this. Housing and Redevelopment Advisory Committee directed staff to recommend the consultant's study to the Housing and Redevelopment Commission, with the cost of the study not to exceed $15,200, and a cap to be placed on the reimbursables. 10. BIKE LANE. Chris Salomone reported the bike lane on Carlsbad Boulevard was being marked in the area where it was missing. DEPARTMENTAL : 11. DIRECTOR'S REPPORT. Chris Salomone introduced Lynn Brown, new staff member in the Housing Progam. Mr. Salomone referred to the newspaper articles regarding the Redevelopment funds being spent for the Senior Center and he said the money is being spent properly and appropriately. He said that Carlsbad has performed in an exemplary manner in providing housing. Mr. Salomone reminded the Committee Members of the Workshop at 2:OO p.m., on Monday, February 27, 1989. 12.
