CALL TO ORDER:
chairperson Densham called the Meeting to order at
4:lO p.m.
ROLL CALL:
Present: Chairperson Densham, Committee Members Hayes,
McMahon, Norby and Rombotis.
Absent: Members Helton, McCoy and Mikhael.

APPROVAL OF MINUTES:
Minutes of the Regular Meeting of March 27, 1989, were
approved as changed to eliminate the name of Manny
Valdez as an Ex-Officio Member of the Redevelopment
Master Plan Committee.
PUBLIC COMMENT:
Thelma Hayes stated she wanted to apologize for the
criticism given to Committee Members over the discussion
on the Agenda ltem labeled Information Sheet. She said
the item should have been Regional Approach to the
Homeless Problem, the discussion would have had the
focus it was intended to have. Committee Member
Mikhael had intended to continue this discussionin her
report at the April Meeting. That Meeting was
postponed and Member Mikhael is out of town today.
Mrs. Hayes stated that she does want a kinder, gentler
image for Carlsbad, she considered the discussion of
the possibility of Carlsbad participating in a
regional plan to provide for the homeless as unfinished
business.
CHAIRPERSON'S REPORT:
chairperson Densham stated he wanted to discuss the
confusion over an information item, and how in the past
there have been items placed on the agenda without
enough time for Members to have al I the necessary
information they should have for discussion. He said
he would like to see items presented at the proper time
on the agenda to be placed on the next month's agenda.
This would give time for research and study before the
next meeting. There was a comment made that there
might be items that needed action that would only come
up a short time before the meeting, but staff cautioned
that no ltem can be discussed without being placed on
the agenda. This is in compliance with the Brown Act.
Staff also stated that there is a Council policy that
staff cannot be directed to do any work items without
Counc I approval.

Committee Member Hayes commented that she understood
this Committee was not represented at the recent
meeting of Chairpersons and Counci I and said that she
felt that if the Chairperson cannot attend such
meetings, a substitute should be sent to represent this
Commi ttee.
OLD BUSINESS/INFORMATIONAL:
1. BUS STOP RELOCATIONS.
Chris Salomone reported that this Committee was
concerned when a bus stop was shown on a map of Grand
Avenue west of Roosevelt, due to the change in the
transfer station. Citizens were having to walk past
parked cars to get to the bus and this Committee wanted
to dlscuss the process NCTD followed for establishing
bus stops.
Bob Johnson, Traffic Safety Engineer, stated that NCTD
sends letters to the City Engineer on establishing or
moving bus stops.
Steve Cleary, Traffic Division of the Police
Department, stated that there must be a red curb and
signs for a bus stop, or the Police cannot take any
action.
Bob Johnson said the bus stop on Roosevelt Street near
the postoffice is temporary.

Roosevelt and suggestions were made to either mve it
up to where the street juts out, or eliminate the
parking.

The suggestionn was made that perhaps this
Committee Member Rombotis stated he would like to see
the bus stops analyzed with the Traffic and Safety
Engineer and NCTD. The suggestion was made to make
this a condition on the commuter rail project, or to
include this in the Master Plan project.

3. SUB-COMMITTEE REPORTS.
chairperson Densham stated he would like to request as
part of the report from the Housing Sub-committee, that
staff make an assessment of the homeless situation in
the City of Carlsbad and refer any recommendations to
this Committee. This Committee, in turn, would decide
whether or not to make any recommendations to the Housing and Redevelopment Commission.
The Housing and Redevelopment Advisory Commlttee
directed staff to work with the Housing Sub-Committee
to make an assessment of the homeless situation in the
City of Carlsbad and costs for a consultant, and return
with a report to this Committee.

Sub-Committee Chairman Norby reported that the first
meeting for the master pian will be Thursday, May 4,
1989, at 9:30 a.m., at the Redevelopment offices.
4. 1-5 SIGN CHANGES.
Chris Salomone reported that there are nine CalTrans
s igns on the freeway that have E Im Avenue on them, and
to change these to Carlsbad Village Drive would cost
$143,000. He asked the Committee whether or not they
wanted to change the name and signs for that
significant amount of money.
Committee Member Norby suggested this ltem be sent to
the Merchants and the Chamber for further input.
The Housing and Redevelopment Advisory Committee
delayed action on the 1-5 sign changes for one month
and will seek input from the Village Merchants and the
Chamber of Commerce and City Officials.
5. MAXTON BROWN PARK.
Chairperson Densham referred to the diagram in the
packet and the discussion determined this action was
already complete.
6. TRANSIT CENTER.
Chris Salomone referred to the artist's renderlng of
the proposed commuter rail transit center to be located
downtown. He stated that staff has many concerns and
questions for the planners, including parking and the
moving of Bauer Lumber. Several Members expressed
concern for the downtown area, feeling this would not
be the best use of this land.
Chairperson Densham stated that if the parking lot was
unrestricted parking, that additional parking could be
a big benefit to the downtown area. He also added that
if the commuter rail people walk away at any time, that
lot should remaln a public parking lot.

7. STREETSCAPE/PUBLIC RELATIONS PROGRAM.
Chris Salomone reported that the program is moving
along and he referred to the model on display.
He saTd that Cheryl Bradstreet will be planning a
public relations program and there will be a booth at
the Village FaTre this Sunday. There will be a
brochure malled to every resident of Carlsbad and a
newsletter issued quarterly and merchant coupons.
Chris Salomone stated that when the parking lots are
completed, the plan is to eliminate the parking on Elm
Avenue. This wi I I open Elm Avenue up for traff IC.
Cheryl Bradstreet stated that there will be
presentation at the Merchants' meeting tomorrow morning
for their input. She said that ideas are needed for
getting the information to the people, to Tmpress them .. That the streetscape wi I I eventual ly provide' a much
better downtown area. Member Norby said that a slide
show Is needed and a speakers bureau to take out to a
of the ci t itens.
NEW BUSINESS/INFORMATIONAL:
8. ADDITIONAL SECTION 8 HOUSING UNITS.

Lynn Brown reported that $147,000 worth of certificates
could be applied for, and this item went to the Housing and Redevelopment Commission due to a time limit. They
approved this and the application is in for the City.
9. 15TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
PROJECTS.
Chairperson Densham asked that this be continued to
next week to al low the Members to rank the projects 1
through 5. He said that projects could still be

The Housing and Redevelopment Advisory Committee
continued the 15th year community development block
grant projects to Monday, May 8, 1989, at 4:OO p.m., in
the Council Conference Room. Members are to rank the
projects by theTr preference Ttems 1 through 5.
10. CARRILLO RANCH GRANT.
Patty Crafty announced that the City received a letter
last week informing them that they had been awarded
$400,000 for stabilization of the structures at
Carr i I Io Ranch.
11. MAY AGENDA.
Chris Salomone announced that the budget would be on
the May Agenda.
The report on the Pedestrian Conference in Boulder,
Colorado, Is available, and the suggestion was made to
include Bob Johnson's report on the next agenda.

Chris Salornone reported that the Chase Field ded
