HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE
CALL TO ORDER:
Chairperson Densham called the Meeting to order at 4:OO p.m.
ROLL CALL:
Present: Chairperson Densham, Members Gonzalez, Hamilton,
Hayes, McCoy, Norby, Rombotis and Rowlett. Member
Meloy arrived at 4:50 p.m.
Absent: None.
Staff Present: Bob Johnson, Traffic Engineer

PUBLIC COMMENT:
Member Hayes presented a Certificate to the Committee for
service to the City.
Member Hamilton presented a Certificate of Recognition to
Steve Densham for service as Chairperson of the Housing and
Redevelopment Commission during the past year.
APPROVAL OF MINUTES:
The Minutes of the Regular Meeting held August 27, 1990, were
approved as presented.
The Minutes of the Regular Meeting held September 24, 1990,
were approved as presented.
CHAIRPERSON'S REPORT:
Chairperson Densham reported that Kathy Graham had called him
to state that this Committee was not to provide a list of
people to serve on the Committee for the Master Plan. The
only people involved will be the three Members of the Long
Range Subcommittee and the other people will be determined by
the Mayor.
Mr. Densham asked staff for an agenda item on the Dr. Tracy
parking problem. Debbie Fountain stated that Council directed
staff to do a study on the parking in general for the village
area. Staff is preparing a report and trying to find
authority to grant an exemption without changing the parking
ordinances. Member Norby stated he would like any action on
this to come through this Committee and any report from staff
to be presented here first.

Member Rowlett reported that they are waiting direction
from the Housing Task Force.
Lynn Brown stated that the Task Force met and last week
it was announced that there will be six public meetings
on the Housing Element.
Chairperson Densham stated he would like one Member of
the Subcommittee to attend each of those six meetings.

NEW BUSINESS:
2. TWO-HOUR PARKING ON EAST SIDE OF WASHINGTON STREET
Chairperson Densham stated he was the applicant for this
item and would not participate as a Committee Member. He
asked Member Hayes to assume the Chair for this item.
Members McCoy and Rombotis stated they would abstain from
this item to avoid a possible conflict of interest, and
left the Council Chambers.
Steve Densham, 3965 Monroe Street, Managing Partner of
the Village Faire, addressed the Committee, stating that
as part of the CUP, the Village Faire had expanded Rotary
Park and put thirty parking spaces on the east side of
Washington Street. This was public parking and counted
in the parking requirements for the Village Faire.

Mr. Densham stated that in order to utilize the parking,
it should be two-hour parking. This was not done at the
outset, and as a result, the employees and tenants are
using that parking for all-day parking. There has been a
significant increase in the number of people using Rotary
Park--with people having picnics and lunches being eaten
there. Mr. Densham felt it would be in the best interest
to have two-hour parking and have it enforced.
Bob Johnson, Traffic Engineer, stated that as far as
enforcement, there is one enforcement officer, supervised
by Sgt. Metcalf. This officer concentrates on the
village area, and if some areas are being missed, they
will look at that.
Patty Cratty stated that in the Master Plan, parking will
be covered again.
Bob Johnson suggested that this Committee set the times
of day and days of the week the restriction is to be
enforced. This will then go to the Traffic Safety
Commission for action.
The Housing and Redevelopment Advisory Committee
recommended the two-hour parking restriction for the
parking spaces by Rotary Park be referred to the Traffic
Safety Commission for action. The Committee recommends
the two-hour parking restriction for seven days a week
during the hours of 6:OO a.m. to 6:OO p.m.
Chairperson Densham reassumed the Chair at this time and
Members McCoy and Rombotis returned.
3. REMOVAL OF APPROXIMATELY 12 PARKING SPACES FROM NORTH
STATE STREET
Member Hayes abstained from this item and left the
Chambers.
Bob Johnson stated there have been complaints and
requests about the traffic hazard due to the parking in
this area. The complaints have come from tenants in the
Trade Center and the Western Family Bank about the sight
distance in exiting on to State Street. There are six
driveways to nine buildings on the west side of the
roadway. When traffic is heavy and cars are parked along
the road, exiting is difficult and hazardous.
Staff recommended removing parking on the west side of
State Street between Western Family Bank and the Trade
Center Building, a total distance of approximately 750
feet. This would remove approximately 12 on-street
parking spaces. Staff is aware of the parking shortages
in the downtown area, and felt discretion should be used
in moving a problem from one area to another. There have
been accidents in that area, but not necessarily
associated with the driveways.

In reply to query from the Committee Members, Mr. Johnson
said they have had one or two negative responses to their
survey of the surrounding tenants. He said that State
and Grand would be the closest public parking. Mr.
Johnson also stated that it appears that employees are
parking on the street and they could park onsite.
Member McCoy stated that traffic will increase
dramatically if the Laguna Center project goes through.
Chairperson Densham stated he had two negative telephone
calls wanting the parking left there. He said that part
of the problem is the Culligan Water trucks that park
along the atreet in front of their building and up and
down the street. He said he made two trips there and
those trucks were there. Whether or not they were the
same trucks both times, he did not know.
Mr. Densham said there are a lot of things to look at,
and he felt the driveways could be adjusted to be one-
way, with exits farther south. As to the new projects,
the City is not sympathetic to public parking. Mr.
Densham said he would like to see 20 feet on either side
of the driveways made "no parking" to see whether or not
that alleviates the problem. He would also like to have
staff look at the flow and line of sight. Mr. Densham
added that over the years the merchants on north State
Street have not tried to solve their problems themselves.
He reiterated that 20 feet of curb painted red on either
side of the driveways and asking the people to talk to
each other and look at the traffic flow should help to
solve the problem.
Duane Bowen, 2551 State Street, stated it is a challenge
to get out of the driveways on to State Street,
especially a left turn. Traffic off of Hill Street on to
Carlsbad Eoulevard or State Street is let out at the
signal and is pretty fast--particularly on Fridays.
There have been several accidents there and it is
dangerous.
J. B. Yonce, 2737 Forest Park Lane, Culligan dealer on
State Street, stated that their employees park on the
etreet as there is no parking behind the building. He
said the accidents that have occurred there have been at
the intersection and not as a result of pulling out.
Speed is the main cause of the problem. Mr. Yonce stated
he would like to hear comments from the Committee.
Bill Livingston, Culligan Soft Water Company, stated
their employees use those 12 spaces, and they would like
an opportunity to work this out.

The Housing and Redevelopment Advisory Committee
recommended to the Traffic Safety Commission painting
curbings red 20 feet on the north side of the driveways
on the west side of State Street between Western Family
Bank and the Trade Center Building; also look into the
possibility of right-turn only from the driveways. The
parking problem should be discussed either by telephone
or through a letter and a workshop set up among the
people in that area from Beach Street north.
4. DESIGNATION OF REDEVELOPMENT SURVEY AREA
Patty Cratty gave the staff report, stating that a new
redevelopment area was recommended for a survey to study
the new project area. There were three alternatives
presented to Council, and she used a map to indicate the
three alternatives.
Debbie Fountain continued the report, stating that
Council had chosen Alternative C, which included all of
Alternatives A and B, plus the Girls Club and Holiday
Park.
Chairperson Densham expressed concern that part of the
barrio is in the original redevelopment area and now part
of it would be in this new area. He felt dividing the
area would be counter-productive.
Member Norby stated he would like to know whether money
from redevelopment #l could be used to fund projects in
redevelopment #2--are the rules the same or will they
change with a second redevelopment area?
The Committee Members stated this item should have been
an Informational Item and not included as a New Business
item and they wanted that related to the Director.

AND NOVEMBER CALENDAR AND UPCOMING WORKSHOP
Cultural Facilities Committee
Member Norby reported their goal is to work for a
cultural plan. Council adopted the plan and he showed a
copy and stated it is available at the Redevelopment
Office and the Library. This Committee is to stay
together and act as a Committee to implement the
projects. The goals and projects have been prioritized
and the next meeting will be October 26.

Desian Review Board
Member McCoy reported on recent meetings of the Design Review
Board, and stated the Laguna and State Street project was
continued to 4:OO p.m., November 7, 1990.
Chairperson Densham called attention to the upcoming workshop
on Stop Illegal Drug Activity. Lynn Brown of the Housing and
Redevelopment Office, will be attending this workshop. There
will be a report at the next meeting.
