HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE
MEMBERS
CALL TO ORDER:
Chairperson Norby called the Meeting to order at 4:03 p.m.
ROLL CALL:
Present: Chairperson Norby, Members Gonzalez, Hamilton,
Hayes, McCoy, Meloy, and Rowlett.
Absent: None.

PUBLIC COMMENT:
There were no requests to address the Committee on a non-
agenda item.
Chairperson Norby announced that if there were no objections,
the Chairperson's Report and Director's Report would be
trailed, and New Business would be taken up at this time.
Member Hayes commented that in the future the agenda should be
put in the order as stated in Robert's Rules of Order.

Conflict of Interest - Assistant City Attorney
Ron Ball, Assistant City Attorney, explained that any
Commission or Committee Member owning property within 300
feet of a proposed project would be disqualified, if that
project would have any financial impact on their income.
Anyone between 300 and 2,500 feet is in a gray area and
should talk with the City Attorney. In answer to query
regarding serving on the Board of an organization, Mr.
Ball said the rule is it would be a conflict if there is
more than $250 per year income. Mr. Ball said that if a
Member has a conflict of interest, they should excuse
themselves from the meeting and generally leave the room
during the discussion and vote.
Bicycle Racks - Regulations and Policy Recommendation to
Design Review Board
Member Hayes explained that CalTrans had handed out
flyers that they supply the boxes for bikes and take a
deposit of $10, which is refundable, for the lock and
key.
The Housing and Redevelopment Advisory Committee directed
staff to provide an overview to the Design Review Board,
of the Design Manual's provision for bicycle racks and
bicycle parking facilities, and that the Design Review
Board adopt a policy encouraging installation of bicycle
racks on all future retail/professional office and
commercial projects.

Section 8 Housinq - Administrative Plan Amendment and
ODeratina Reserve
This item was continued.
Community Development Block Grant Proposals - Review and
Recommendation for Project Funding
John Well, 4070 Mission, representing Casa De Amparo,
asked for funding as requested, stating they need to
double their bed size. The $27,117 requested goes into
the general fund and would be used for Carlsbad children.
Sarah Rosenfield, 650 Second Street, Encinitas,
representing Community Resource Center, spoke on their
request for $35,000 for Homelessness Prevention.
In response to query regarding transportation for people
to get to the housing, Ms. Rosenfield stated they have a
bus voucher program.
Mary Jane Boyd, 1304 Via Mil Cumbres, Solana Beach,
representing Fraternity House, a home in Oceanside
providing environment for people with Aids. They
requested $4,000 in CDBG funds.
Michael Mullowney, 3975 Kansas Street, San Diego,
representing the Fraternity House, stated they receive
four or five referrals a week.
Arvell Cortez, 3851 Rosecrans, representing San Diego
County Mental Health, stated they are moving from
treatment to rehabilitation. Their request was for
$41 , 700.
Craig Spinner, representing the Carlsbad Girls Club,
stated they have a proposal for a new clubhouse and
requested $200,000 in CDDBG funds.
Shirley Cole, 1252 Basswood, representing Lifeline
Community Services, spoke in favor of their request for
$9,257, which is 14 percent of total costs.
Judy Canterbury, representing the Western Institute
Foundation for Mental Health, stated they requested the
same amount last year, $13,649 for adult day care
services for Alzheimer patients.
John Burnett, Program Director, North County Seniors In
Action, 1970 E. Vista Way, Vista, stated many seniors are
in need of management services, as they are limited in
their ability to care for themselves. Their request was
for $2,000.
A representative from the Wellness Community of San
Diego, spoke on their request for $5,000. (Barbara Cook
spoke)
Klaus Mendenhall, 2247 San Diego Avenue, f233, San Diego,
spoke in favor of the request for $15,000 for a task
force to expedite the process of planning affordable
housing without additional delays.
Kay McGill, representing the Aids Foundation San Diego,
spoke in favor of their request for $1,000.

Cynthia Haas, Senior Management Analyst, Community
Development, City of Carlsbad, spoke on funding for the
Hiring Center Project.
Dennis Meehan, 2981 Gloria Lane, representing the Caring
Citizens of Carlsbad, stated they were asking for the
maximum amunt .
Kathy Graham stated the Housing and Redevelopment
Department had submitted three programs; the Headstart
Program is to provide a daycare center in the downtown
area, and requests money to purchase the site or to
purchase a site with a building. The request is for
$200,000. The next program is Affordable Housing, and
the request is for $200,000. SANDAG has directed
Carlsbad to have 1,125 housing units for low and very low
incomes. Ms. Graham said that 15 percent of all new
housing projects will be €or low income. The third
program is the Paint-A-Thon, with a request for an
additional $20,000.
Member Gonzalez left the meeting at this time.

City of Carlsbad - Daycare Center - $50,000
Carlsbad Girls Club - $50,000
City of Carlsbad - Affordable Housing - $90,000
City of Carlsbad - Paint-A-Thon - $15,859
APPROVAL OF MINUTES:
The Minutes of the Meeting held February 25, 1991, were
approved as presented.

b. Tour of Columbia Place Project - March 28, 1991 -
Information Item - No action needed
Members to let Patty Cratty know whether or not they are
attending this tour.
c. Information on New Redevelopment Survey Area and Master
Plan - and Parkina Status Oral Report - No Action
Kathy Graham reported that there would be a meeting this
Friday, as the programs proposed are not part of last
year's budget, and they have been asked to go through
those expenditures.
NEW BUSINESS:
c. Section 8 Housinq - Administrative Plan Amendment and
Operating Reserve
Lynn Brown reported that a recommendation was needed from
the Committee to the Housing and Redevelopment Commission
to amend the Administrative Plan to include two items as
outlined in the packet.
The Housing and Redevelopment Advisory Committee
recommended approval of the two amendments to the Section
8 Administrative Plan; amendment to L.1.D.2
and amendment to Section 111, Budget and Staffing.

Eric Munoz reported this is in the design stage, and is
conceptual at this time.

This meeting will be adjourned to that meeting, since a
quorum of this Committee is expected to be present.
