April 2, 1981 Harding Street Community Center MEMBERS CALL TO ORDER: Call to order was made by staff member Lydia Stinemeyer at 4:00 P.M. ROLL CALL: Roll Call reflected attendance as follows: PRESENT: David Courson Phyllis A. Demy Barbara Hallman Alvin Glassner Gabriel Rocha ABSENT: None 2. ITEMS FOR CONSIDERATION; A. ESTABLISH COMMITTEE BY-LAWS. Ms. Stinemeyer referenced the copy of the proposed by-laws entitled Rules and Procedures which had been distributed to Committee Members as Attachment I, and inquired if there were any questions or concerns re same. Following brief discussion, staff agreed to change the Rules and Procedures in accordance with the direction of the Committee as follows: Article III, Section 3.01 — meetings shall be held on the first Thursday of the month during the hours of 4:00 P.M. to 6:00 P.M. Wording shall be included to reference agenda preparation by staff; With the inclusion of wording which shall allow any Committee Member to request placement of an item on the agenda. Article III, Section 3.05 — Action requiring a vote of the Committe shall require a minimum of three (3) affirmative votes. Staff indicated the revised Rules and Procedures (By-Laws) would be revised and presented to the Committee at their next regular meeting for action. B. ELECTION OF OFFICERS. By appropriate procedures, the following Officers were named: Chair Person: Phyllis A. Demy Vice-Chair Person: Alvin Glassner 3. INFORMATION ITEMS; Ms. Stinemeyer referenced Information Items A through E listed on the agenda, and indicated the intent of informing the Committee of their purpose, function, time-line for action, and relationship to the Council and staff. Ms. Stinemeyer distributed a copy of the Handbook to each member, and referenced the copy of Resolution 6472 which created the committ and duties of same. With the aid of wall exhibits, she further delineated the role of the committee, and the time line for completi of the various activities. F. BUDGET/FUNDING REQUEST REVIEW. Ms. Stinemeyer explained that due to various budget cuts by the County, several agencies are seeking funding assistance from the City. Further, the City Manager has asked that all such requests be reviewed and considered by the Human Services Advisory Committee, and a recommendation be prepared for the City Council. MINUTE April 2, 1981 Page 2 MEMBERS Member Courson suggested, and the Committee concurred that such items be considered at a special meeting in approximately two weeks, with the remainder of this meeting being devoted to committee orientation. The item was concluded with agreement that the Committee would meet on Thursday, April 23, 1981, at 4:00 P.M. to consider the requests for funding. Member Gla'ssner requested additional information relative to what is, and what is expected in terms of a "Social Audit". Chair Person Demy was excused, and left the meeting at 4:45 P.M. Ms. Stinemeyer, with the aid of a wall exhibit, explained the ratio used to determine the costs of a social program as well as benefits guaranteed from that program. She indicated this was one of many methods which could be utilized in preparing a social audit, and noted its consideration of social cost of programs. Mr. Jack Henthorn, Director of Housing and Redevelopment, further indicated that any figures resulting from such a social audit should not be used exclusively in considerations, but does provide figures and a framework within which to work. Further, it allows a common base which can be used for evaluating various funding proposals.
