CALL TQ ORDER
The meeting was called to order at 4:04 P.M. by Chairman
Demy.
ROLL CALL
Present - Chairman Demy, Members Courson, Glassner, and
Hallman.
Absent - Member Rocha.
INFORMATION ITEMS
Update on Funding Requests
Lydia Stinemeyer reported they have received one more request
for funding from the Carlsbad Girls Club, otherwise, every^
thing is current. Staff will be preparing information on
each agency for presentation to the Council for the budget.
Revised Rules and Procedures
Following brief discussion, the concensus of the Committee
was that they were in agreement with the revisions, Lydia
Stinemeyer indicated the revisions were also reviewed by the
City Attorney, who indicated they were in order.
Needs Assessment Information
Lydia Stinemeyer explained this item was provided to
stimulate thinking on projects in the next couple of months.
Staff Reports
With regard to the directory update, Lydia Stinemeyer
reported that they have had good response from other City
Departments for the directory.
Lydia Stinemeyer referenced a memo from Council Member
Kulchin of April 17, 1981; with regard to a possible name
change for the Committee from "Human Services" to "Human
Resources." She continued that there was some concern that
the term "services" deals more with allocating funds, and
the term "resources" is somewhat broader.
Following Committee discussion, the concensus was that all
members were satisfied with the present name.
PROGRAM; "Setting Goals and Objectives"
With the aid ,of a wall exhibit, Lydia Stinemeyer gave a
brief presentation on the matter; suggesting that the
Committee hold public hearings to obtain public input.
Discussion reflected suggestions for advertising the public
hearings, such as the media and through Community Organi^
zations and Churches. Member Hallman suggested the
information be disseminated to the Mexican-American
Community also.
Jack Henthorn, Director of Housing and Redevelopment,
suggested developing some sort of discussion document as a
point of soliciting public input, and it could be amended as
the Committee desired.

Jack Henthorn suggested the .Committee allow Staff the
opportunity to put together a proposed program for the
Committee. If it needed to be amended at a later date, it
could be done. He added that there will also be a survey
distributed at the public hearings for additional public
input. The Committee concurred.
Member Glassner suggested that the nine (9) applicants who
were not chosen for the Committee, be invited to attend the
Committee meetings. The Committee concurred.
ADJOURNMENT
By proper motion, the meeting was adjourned to Thursday,
May 7, 1981 at 4:00 P.M. .
