May 7, 1981 Harding Street Community Center r HEMBERS. CALL TO ORDER: Meeting opened by Chairperson Demy. ROLL CALL: Roll Call reflected attendance _as follows: PRESENT: Committee Members: Guest: Ted Bahry David Courson Phyllis A. Demy ABSENT: Barbara Mailman Alvin Glassner Gabriel Rocha None 2. ITEMS: A. Adoption of Committee By-Laws: Motion made by Member B. Hallman to adopt Committee By-Laws as reviewed at their meeting of April 2, 1981. Seconded by Chairperson Demy. Motion carried. B. Minutes of previous meetings: Minuites of April 2, 1981 were approved as mailed. Minutes of April 23, 1981, approved as distributed. C. Human Services Issue Paper: Jack E. Henthorn, Director of Housing and Redevelopment, opened discussion on the Human Service Issue Paper pointing out that there were seven (7) items noted. Further discussion was held on the lack of an overall strategy regarding role the City will play in providing Human Services, although City provides services that can be defined as Human Services. Examples include the library, housing, and programs or agencies which are supportive either in part or as a whole. The Issue Paper was prepared to obtain Committee input as to expansion, deletion, and what what they would like to see as Human Services in a detailed summarized fashion. Ms. Stinemeyer distributed a revised version of the work-program. Member Courson discussed last paragraph on page 2 of Issue Paper and stated it was a key paragraph and suggested it be backed-up with statistics. Discussion continued with emphasis on Needs Assessment, basis for attracting community feed-back and input at public hearing, news/media coverage of hearings and ways of getting information out to the community. Suggestion made to have listing of services that are available at present, advertisement of meetings, and assignment of committee members to approach various clubs in community with survey questionaire. It was proposed that list of alternatives for issuance of survey questionaire and format be brought back to the committee at their next regular meeting or a special meeting if necessary. Committee Member Hallman mentioned that Work Program Report date of August 10, 1981 should be boxed. Suggestion was made that it be distributed according to geographical area where meeting is going to be held. Member Glassner expressed concern that public meetings would not be an effective way to obtain community input, stating that few people tend to come to such meetings. Proposal made to have 1st Public Hearing on Thursday, June 25, 1981. All Committee members in agreement to have it on June June 25, 1981 at the Harding Street Community Center. Discussion and suggestion made that general format of survey questionaire be same as that used by the Parks and Recreation Department.
