Harding Street Community Center MEMBERS CALL TO ORDER The meeting was called to order by Chairman Demy at 4:10 P.M. ROLL CALL Present - Chairman Demy, Members Courson, Glassner, and Hallman. Absent - Member Rocha. APPROVAL OF MINUTES: Minutes of the Regular Meeting, held May 7, 1981, were approved as submitted. Consideration of revised position paper content - and ideas for presentation at June 25, 1981 Public Hearing. Lydia Stinemeyer-requested input from the Committee for the Public Hearings. Member Hallman suggested that the meeting be structured, - - allowing people approximately three minutes each to speak. Discussion reflected ideas for publicity, and the concensus of the Committee was that fliers would best serve the purpose. Lydia Stinemeyer passed out some rough drafts of fliers that Staff had prepared to advertise the Public Hearings. Following input from the Committee as to what information they wished the fliers to contain, discussion reflected ideas for distribution of same. Jack Henthorn, Director of Housing and Redevelopment, suggested that Staff be responsible for newspaper coverage, as well as contact with local radio and television, and also mailing the fliers to churches, parent-teacher organizations, the Chamber of Commerce, and the Senior Citizens. During discussion, it was suggested that the dates of the Public Hearings be included on the fliers, and that the July Public Hearing be announced at the High School on July 4, 1981. The Committee concurred. The Committee directed Staff to attempt to obtain the use of the church in La Costa, in order to hold a Public Hearing on Wednesday, July 15, 1981, if possible; and if the church is not available on that date, an alternative date to be July 29, 1981. Staff also indicated that a cover letter with the signatures of Mayor Packard and Chairman Demy would accompany the mailing of the fliers. Public Hearing Format During discussion, it was suggested that the term "Human Services" be defined at the beginning of the Hearing, and also that the flier advertising same include the reason that the meetings are being held. The Committee authorized Chairman Demy to approve the flier, when the final draft was completed. Following discussion, the concensus of the Committee was that the Public Hearings would consist of the following: 1) Introduction by Chairman Demy, who will also introduce the Committee Members. 2) Existing Services. 3) Presentation by Member Courson on the definition of Human Services. 4) Public testimony. Community leaders workshop - mid-July Staff indicated that it would be determined if this workshop was needed following the two Public Hearings. Public Meeting #2 - La Costa The concensus of the Committee was that the second Public Hearing would be held July 15, 1981, with an alternative date of July 29, 1981. Public Opinion Survey Lydia Stinemeyer gave a brief presentation on the matter, referring to the survey done by Iwanaga Associates on the Parks and Recreation Element. Discussion reflected the preliminary information from the three firms, as contained in the Committee's packet. Ms. Stinemeyer indicated that Staff would provide the Committee with additional information on the survey and the firms. Staff Updates Lydia Stinemeyer indicated that the Senior Discount List is available now, and the Information and Referral Guide would be ready the end of August. With regard to the Human Services Funding Requests, Member Courson inquired why there has been no request for input from the Committee. Jack Henthorn responded that at the time the City Manager came to the Committee, the concept was new, and the City was not comfortable with same at that time.
