CALL TO ORDER
The meeting was called to order by Chairman Demy at 4:05
P.M.
ROLL CALL
Present - Chairman Demy, Members Glassner, and Hallman.
Also present was Council Liaison Casler.
Absent - Members Courson and Rocha.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting, held June 4, 1981, were
approved as corrected.
Approval of the Minutes of.the'Public Hearing, held
June 25, 1981, was continued to allow for the presence of
a full committee, and time for review of same.
Review of Human Services Work Program
Jack Henthorn, Director of Housing and Redevelopment, gave
a brief report on the matter; indicating that Staff has
reviewed same to ascertain where they were in the time
frame. Mr. Henthorn referred to the memo and work plan
contained in the Committee's packet, and discussion reflect-
ed same. He added that through the public hearings and
the social audit process, Staff should be able to submit
policy recommendations by June, 1982.
The Committee indicated they would have sufficient time to
review same. .
Member Glassner expressed concern over the time frame for
Phase II, and Lydia .Stinemeyer indicated that she could
assist in meeting with the providers and community leaders.
Ms. Stinemeyer pointed out that Staff will be suggesting a
luncheon to collect input from the citizens, providers, and
community leaders.
Director Henthorn inquired if the January 1, 1982 date
would allow Council adequate time on the policy recommen-
dation. Council Liaison Casler indicated that it would,
and added that it could go as late as February 1, 1982.
Following discussion, the Committee accepted the staff
report.
Role of Human Services
In response to Committee query regarding what the City
Council considers as Human Services, Council Liaison Casler
explained that when the Council originally appointed the
Human Services Advisory Committee, they did not know what
type of services the people wanted. The City provides the
traditional services; however, other than those, the Council
felt that Human Services should come' from the County. She
added -that there were services in the community being
provided by the County and local churches that the Council
was not aware of.
Council. Mi;in!jar Gaoler continued that the Committee's role is
to determine if there are other needs which are not being met.

Council Member Casler requested that the Committee compile
a report of any requested needs for the City Council, after
the July 15, 1981 Public Hearing.
Lydia Stinemeyer explained there are five County mandated
services, and indicated that she would provide a report on
same to the Committee.
Discussion included submitting policy changes to the City
Council, along with alternatives. The Committee also
requested that Staff look into the SANDAG distribution of
monies for services.
Planning for July 15, 1981 Public Hearing
Lydia Stinemeyer gave a brief update on the upcoming
meeting on July 15, 1.981, to be held at St. Elizabeth Seton;
and indicated that Staff has made arrangements to do a
follow-up mailing. She explained the sources that will be
used to advertise the hearing, 'and indicated that there will
be an announcement made at the July 4th activities, and
fliers will be circulated to the different booths there also.
Discussion reflected different locations where the fliers
could be placed to publicize the hearing.
Lydia Stinemeyer covered some of the problems from the
Public Hearing of June 25, 1981, and the Committee discussed
the format for the July 15, 1981 meeting.
Staff Reports
The Committee discussed the evaluation forms from the
Public Hearing of June 25, 1981, and the wall charts that
. were provided for the public at that meeting.
Human Service Planner's Conference and Non-Service
Alternatives
Lydia Stinemeyer indicated that these items were provided

for the Committee as information items only.
ADJOURNMENT
By proper motion the meeting was adjourned at 5:26 P.M.
