MEMBERS
CALL TO ORDER
The meeting was called to order by Chairman Demy at
4:10 P.M.
ROLL CALL
Present - Chairman Demy, Members Glassner, and Ha-llman.
Absent - Members C our son, and Rocha.
Also present were:
Drew Aitken, Administrative Assistant
Marty Orenyak, Building Official
Ron Beckman, Assistant City Manager /Development
NEW BUSINESS
Discussion on Status of Human Services Staff
Drew Aitken explained that the Housing and Redevelopment
Department is being reorganized, and Marty Orenyak, the
Building Official, will also serve as the Director of
Housing and Redevelopment.
Mr. Aitken distributed copies of a chart, outlining Intra
and Inter— Departmental Support. He continued to explain
same, adding that the Human Services position has been
dropped, and requested input and recommendations from the
Committee as to which Departments' direction the Committee
feels they should be under.
Member Glassner suggested that the Committee be under the
direction of the City Manager's Office. Discussion also
included the feasibility of placing the Committee under
the Police Department, Library, or Parks and Recreation.
Committee discussion reflected on the article, "Beyond
the Needs Assessment: Human Service Planning in Palm
Springs," and the possibility of a public information
officer.
Mr. Ron Beckman explained that Council has denied the last
two requests by the City Manager for a public information
officer.
In response to Committee query, Mr. Beckman explained that
funds are allocated in the budget to replace the position
held by Lydia Stinemeyer.
Mr. Beckman continued that Council needs some indication
as to what human needs the Committee feels exist within
the City, and suggested that the Committee provide
examples of same for Council consideration.
Discussion reflected different types of human needs, and
suggestions as to which Department the Committee should
be under.
Mr. Orenyak explained that the current organization cannot
give the Committee the direction and staff time it needs,
and stated his opinion that the Library would be a good
choice, as Human Services would tie in with their services

Mr. Beckman explained that the staff person will be
provided out of budget funds for the Department that
undertakes the Human Services Committee.
Following discussion, the Committee recommended that they
be placed under the direction of the Parks and Recreation
Department, based on the identified programs that might
be implemented in the future.
OLD BUSINESS
Oral Report on Human Services Report
Drew Aitken indicated that the revised Human Services
Report would be distributed to the Committee at the end
of the meeting, and same would be discussed at the next
regular meeting, allowing the Committee time to review
the document.
Human Services Directory
Mr. Aitken indicated that since the last meeting, there
has been no change in the status of the directory.
The Committee briefly discussed some of the recommended
changes to the directory, as suggested to Staff at the
last meeting.
Mr. Beckman suggested that Staff enlist the services of
Elizabeth Fairchild, from Finance, to finalize the
directory, if the Committee wished to move ahead with same,
Marty Orenyak suggested that the directory be designed to
serve as an attachment to a telephone, to encourge the
public to use same. He expressed concern that if
distributed as is, it will end up being thrown away by
most people.
Member Glassner stated his opinion that the directory
would be of more assistance to new people moving into the
area, rather than a bulk mailing to every resident in the
City.
Member Hallman pointed out that the directory was a
mandate from the City Council.
Mr. Beckman suggested that Staff meet with representatives
from the Telephone Company, to discuss the matter. The
Committee concurred.
ADJOURNMENT
By proper motion the meeting was adjourned at 5:00 P.M.
