The meeting was called to order by Mr. Stauber at 8:50 PM.
Mr. Stauber presented a letter from the Library Board of
Trustees regarding their survey of the use of the Patterson house
as a possible City Library. He suggested that the re ort be printed
in the Carlsbad Journal and this was unanimously approved.
City Manager Mamaux reported thnt the final report from EMJM and
their recommendations to the City Council regarding the Library
will be submitted at the next meeting of the City Council and that
the councilmen should have an opportunity to study this before the
Building Committee makes its recommendations. Further discussions
outlined the similarities in resources and conclusions between the
preliminary DMJM report and the previous one made by the Library
Building Committee. Mr. Matnaux said that this preliminary report
would be supplemented by further study material in the final report.
Mr. Atkinson suggested that the Building Committee recommendation
should be to build the complete building as planned and use the
initial extra space for City offices, such as the Engineering Dept.
or Council chambers. The specific section of the building to be so
used would be determined later, but the general feeling was that
this factor would make the entire project more attractive to the
public, and be making the best use of the building itself. Mr.
Atkinson suggested, that after the DMJM report has been accepted by
the City Council, it will be referred to the Library Board of Trustees
who will then recommend it to the Building Committee, at which time

they can recommend to the City Council that the original plan be
carried out with the City to use a portion of the building and for
a Bond Election for the full amount to be asked.
Mr. Stauber presented a letter from, the Library Board of Trustees
asking that the Building Committee recrmmend to the City Council
that application for federal matching funds in the maximum amount
be made immediately under the l'96ii Library Services and Construction
Act. It was suggested by Mr. Mamaux that a personal visit to
Sacramento would be the most effective way to secure information
regarding Carlsbad's elegibility for the^e ^unds and fcr securing
them. It was moved and seconded that this recornraendat ion for the
immediate application for the Federal matching "unds be made by
the City Council. This motion was unanimously approved.
The meeting adjourned at 10PM.
