NARCOTICS and DRUG STUDY COMMITTEE MEETING
January 30, 1969 (Thursday)

Dr. Harvey Tuomi and Rev. Larry DeWein have been invited to join the
study committee.
Mr. Deeson was invited to visit the Coronado Unified School District
that has a grant to set up an adult study center. He will talk to
their group, peruse materials, and report his findings at our next
meeting. Carlsbad School District has ordered an additional education-
al aid, "Mood Modifiers", which should stimulate discussion and help
students reach a conclusion on the effect of narcotics on their future.
The committee realized that the narcotic problem starts at a very
early age. The need for increased parent knowledge before children
reach high school age was discussed, and the booklet, "Drugs, Your
Child and You" has been in use the last month in classrooms. The
study group is also attempting to develop cooperative lines of com-
munication between local agencies, such as the schools, churches,
law enforcement, and the City.
Mr. Moore announced that there will be a community program in March
(panel of three people) to discuss cause and rehabilitation. It will
deal with the psychology of the problem, and he suggested that there
be plenty of publicity on the program.
Mr. Moore stated that there were programs in the schools but no clinics
accessible for help. Schools do not have the staff to take care of the
problem, but he suggested that there ought to be trained professional
people available. The schools could use some help from the Police De-
partment .
The discussion focused primarily on the number of men available to help
enforce laws in the community, and the committee concluded that there was
a further need to augment the present law enforcement staff.
Mr. Moore made a motion that the City Manager and Captain Rossal recom-
mend to the Council that personnel be added to the Police force who work
exclusively on the drug problem. Mr. Deeson seconded the motion, and it
was unanimously carried.
Dr. Tuomi read some interesting excerpts from the February issue of
"Listen" regarding mariajuana. He will talk to other doctors inter-
ested in the narcotic problem and have someone prepare some notes per-
taining to the dangers of drug usage.
The City will mail narcotic pamphlets with their January water bills.
Rev. DeWein recommended that everyone read the book, "The Cross and
the Switch Blade" by David Wilkerson.
Next meeting will be Thursday, February 27, at 7:00 p.m.
