Place of Meeting: City Manager's Conference Room PRESENT: Carl H. Neiswender, Councilman and Chairman Douglas Deason, Secy., rep. Carlsbad High School Capt. Wallace Rossall, Carlsbad Law Enforcement Dr. Harvey Tuomi and Dr. Reid Binder. ABSENT: Dr. E. R. Hertweck, Mira Costa Psychology Dept. William E. Moore, rep. Carlsbad Union School Dist. Rev. Larry DeWein The minutes of the April 3 luncheon meeting were distributed and Dr. Tuomi suggested that a few sentences be deleted from them. Captain Rossall presented a new narcotics folder (Series No. 3) and it was suggested that a quantity be ordered. Cmn. Neiswender stated that this meeeting was called to evaluate what was presented by Judge Vaughn at the last meeting. A copy of the letter from the Justice Department regarding presenting reports to the Regional Advisory Board will be mailed to each committee member, Mr. Deason discussed a new parent-child counseling program that the Probation Department is sponsoring. Capt. Rossall also gave some insight on the Pilot Program. A discussion was held as to how the juveniles and their parents would be referred to any counseling group Dr. Tuomi maintained that presently everything is operating in San Diego whereas many services should be available in North County and stated that there are three groups of students, i.e. 1. Those that will never use drugs because of morality or religious background. 2. Those that are hardcore users. 3. The middle group, or those that may or may not. Cmn. Neiswender reiterated that the Committee should now come up with a progress report or a summary for presentation to the City Counci1. Mr. Deason stated that a recommendation had been made to add six additional men to the Police Department and that the schools had evaluated their program and have added new materials to strengthen it. Dr. Binder recalled that Dr. Tuomi had suggested a referral center such as Vista has established (24 hour telephone answering service for drug information). As yet no one knows how it is working out. -2- Dr. Tuomi also suggested that someone from a service club hold a workshop for a group of students. Dr. Binder stated that we need something in-between as not every person will appear before a court. Mr. Deason mentioned that when the school's reach their limitation of control, they refer the offender to a Psychiatrist or try to obtain additional help. Mr. Deason also stated that there is much unused talent in the community, such as retired professional people or military wives who are not working but are trained to help. Dr. Tuomi reported that Escondido's workshop is progressing and that the majority of students are interested in this problem. Dr. Tuomi suggested that the therapy group be comprised of members of the Extension Department of the Probation Department. If we could be an extension of the Probation Department, we could receive referrals from them, but would have to have cooperation from them. We could have sort of an out-patient therapy system. Capt. Rossall stated that some students want a counseling service away from home to seek advice, while others preferred to be able to better communicate with their parents. Dr. Binder stated that any kid 12 years or older is going to do what he wants to do and parents can exert very little pressure. If there is a place where students can reveal their problems, it might encourage some to seek help before they are picked up by the Police. Group counseling is much less liable to go sour than individual counseling. Mr. Deason felt that when you use the community re- source type situation, there is a problem of confidential material, and Dr. Tuomi maintained that there will be a segment that will have nothing to do with groups here, but then they can go to San Diego. Mr. Deason stated our first step should be to meet with Mr. Fare, Chief Probation Officer in San Diego, and determine just how their department would fit into our program. We should be prepared to give Mr. Fare a thumbnail sketch of what we want to do. Dr. Tuomi suggested for group counseling that we select people who have a code of ethics, such as professional people, members of the Police Department, etc. Mr. Deason thought it would be easier to get started with an educational discussion group rather than a Probation Department System. Dr. Binder stated it is easier to get a small group started and Mr. Deason remarked the "Maybes" are the ones that the school would like to reach. Dr. Binder asked how we could get the community better attuned to the fact that there is a problem. How do you reach the person at home who will not attend meetings or lectures? -3- Dr. Tuomi stated that the forces against cigaret smoking have some very good commercials on radio and TV and wondered whether the American Cancer Society had anything available on drugs. CBS had a special on marijuana and the public derived much in- formation from it. Similar programs should be continued, as the present format of TV is not of any great value. Cmn. Neiswender will call Mr. Fare, Chief Probation Officer, and invite him for lunch to meet with the Committee. He will give him an option as to whether or not Mr. Sargent, who is an employee in the Probation Department, will accompany him. It was agreed meeting until by the Committee that there would the Committee received a response be no scheduled from Mr. Fare. The meeting was adjourned at 9:00 P.
