Since this is the final meeting, it would be appreciated if all members could attend. Please confirm your presence at this meeting by calling 729-1181 prior to the December 4th meeting. Thank you . December 5, 1969 TO: Members of the Narcotics & Drug Study Committee FROM: Councilman Carl H. Neiswender SUBJECT: Proposed Summary of Narcotics & Drug Study Committee During the past year, 1969, a Committee was formed of in- terested citizens (listed below) who have some experience and knowledge of the Drug Problem. Rossall The original purpose of the Study Committee was to review the Narcotic and Drug Violations in the City of Carlsbad and make comments to the City Council as to their findings and re- commendations for current action. As a result of continuous meetings, it was a consensus of the majority of the committee that the State of California has pre-empted the City in the formulation of its laws regard- ing drug abuse and the City itself per se'can add little assis- tance to augment the law but joined cooperately in the pro- curement of pamphlets and necessary supplies to combat this unfortunate situation. The schools have their own program and have taken and will continue to take the initiative of conducting sessions for groups and holding individual discussions with their students. It is recommended that this procedure be continued and possibly the introduction of speakers who have been cured from drug addiction be considered as speakers to these school assemblies. The reason for this recommendation is that speakers such as these have greater communication in their own age group and have a deeper respect for one of their own kind who has been "through the mill". For Service Groups -- the Drug Mobile originated and spon- sored by the Rotary Club of La Mesa is an excellent idea for use in presenting a visual display to large groups on a walk- through basis. Its activity is commensurate with it's use and it is recommended that our local Rotary Club make every effort to contact the Rotary Club of La Mesa and arrange for a pro- gram which can be conducted in Carlsbad as tied in with the local school program. In summary, the minutes of each study session have been presented to the City Council to keep them abreast, however, I don't know of any other thing we can do from this level so that any additional comments as to your personal thoughts would be most appreciated. I would like to make a presentation to the City Council on Tuesday, December 16th, 1969, so if it is at all possible, please phone your comments to the Recording Secretary (729- 1181) not later than 4:30 p.m. on Monday so that they may be incorporated into the Narcotics and Drug Study Committee File I wish to take this opportunity to thank all of you for your time and assistance in this study committee.
