Mr. Turner gave the Treasurer's Report as follows:
Checking Account $ 559.72
Savings Account 3,322.74
Treasury Bill 23.000.00
Total $ 26,882.46
Mr. Turner said the interest from the Treasury Bill automatically
goes into the savings account. He said Camp Pendleton has paid their
membership fee of $100. He said all the members who paid $100 last year
are considered paid members this year since the decision was made not to
charge dues for this year. He said he would give the secretary a list
of the paid members.
Mr. Turner said he had one bill to present for payment which is the
auditor's billing from October through March in the amount of $210.00.
Mr. Taylor made a motion to pay the bill to Earl H. Ritz in the
amount of $210.00. The motion was seconded by Mr. Hennigar and ^approved
by voice vote.
Chairman Tinker asked if anyone had any old business.
Mr. Hennigar asked if anyone knew if there was any information in
the files relating to well studies. Mr. Peck said he had been slowly going
through the records which are stored at Rancho. Mr. Hennigar said he
would like to come to Rancho California Water District some day and see
if he could find any information that would be of help to him.
Mr. Tinker said he would like to bring the group up to date on the
Santa Margarita Dam project. He said Senator Wilson introduced legis-
lation last week and a more positive showing of support is now expected
from the Governor and State of California. He said hearings may be held
before the first of May.
Mr. Tinker explained that previously the Navy was not going to pay
their share but now will do so on a pay as you go basis out of the Defense
Department funds.
Mr. Tinker handed the members an article regarding the sand sediment
in the Santa Margarita and San Luis Rey Rivers. The article states in
essence that since the ground is so flat near the coast that flooding
cannot take the sand out of the rivers into the ocean.
Mr. Roger Greer of the City of Carlsbad entered the meeting at 10:15 A.M.
Mr. Tinker said the cost of the project is $190 million and FPUD's
share will be $47 million. Of this amount the district will receive a
credit of $8 million based on the land value which will considerably de-
crease the repayment costs. Mr. Tinker noted that the district serves
65% agricultural water which will not pay interest and the remaining 35%
is domestic water.
Mr. Nieblas asked how they plan to fund the project. Mr. Tinker said
perhaps the Water Authority will purchase a share of storage or they may
use a water availability charge or some tax funds. He said it is their
intention to keep the cost of the water below $200 per acre foot. He
said the project will be built, owned and operated by the Bureau of Rec-
lamation. He said they will also have to construct a treatment plant and
the Bureau will not fund this portion. He said this is in addition to the
cost of the dam.
He said they have asked the Bureau to look at roller compacted con-
crete as a alternate.
Mr. Mills asked Mr. Tinker is he knew if there will be any ongoing
funding for small projects through the Bureau of Reclamation. Mr. Tinker
said he believes there will be funding especially if the jobs bill passes.
Mr. Taylor asked Mr. Turner the status of the Gopher Canyon Reservoir.
Mr. Turner said they still have a few pieces of property to acquire and
have to do a new EIR.

Mr. Taylor said there is 44,000 acre feet of water in Lake Henshaw
and there is capacity for 53,000 acre feet.
Mr. Tinker said the next meeting will be June 16th. The meeting
adjourned at 10:30 A.M.
