WATERSHED PLANNING AGENCY MEETING
MARCH 19, 1987
10:00 AM
A meeting of the Santa Margarita - San Luis Key Reservoir was held in the Board of
Director's meeting room of the Vista Irrigation District on March 19, 1987. The
Chairman called the meeting to order at 10:00 A.M. The following persons in

APPROVAL OF MINUTES
The minutes of the meeting of December 18, 1986, were approved as written.
CONSIDER ADOPTION OF A RESOLUTION CONCERNING THE APPOINTMENT OF A WATERMASTER FOR
THE SANTA MARGARITA WATERSHED
Upon motion by Gordon Tinker, seconded by Jim Laughlin, the members adopted the
following resolution:

RESOLUTION NO. 1-87
RESOLUTION OF THE BOARD OF DIRECTORS OF THE SANTA MARGARITA - SAN LUIS REY
WATERSHED PLANNING AGENCY SUPPORTING THE APPOINTMENT OF A WATERMASTER FOR
THE SANTA MARGARITA RIVER BASIN
WHEREAS, the Judgment in the case of US Government v. Fallbrook Public
Utility District appointed a Watermaster for the Santa Margarita River Basin;
and
WHEREAS, Colonel A.C. (Ace) Bowen provided invaluable service in the
capacity of Watermaster until his death in February, 1981; and
WHEREAS, the aforementioned Judgment requires the replacement of the
Watermaster should he become unable or unwilling to serve; and
WHEREAS, several member agencies of the Santa Margarita - San Luis Rey
Watershed Planning Agency have undertaken or are contemplating actions to
enhance and/or utilize the Santa Margarita Basin and watershed;
NOW, THEREFORE, BE IT RESOLVED that the Santa Margarita - San Luis Rey
Watershed Planning Agency supports and endorses the efforts of the effected
member agencies to petition the Court for appointment of a Watermaster to be
selected by those agencies for recommendation to the Federal Court.
PASSED and ADOPTED by the members present of the Board of Directors of
the Santa Margarita - San Luis Rey Watershed Planning Agency on March 19,
1987, with Wayne Gherring abstaining.
CONSIDER APPOINTMENT OF A PERSON TO REPRESENT THE SAN LUIS REY HABITAT CONSERVATION
PLAN COMMITTEE ON THE LEAST BELL'S VIREO TASK FORCE
Gordon Tinker reported on SANDAG's "Draft: Comprehensive Species Management Plan
For the Least Bell's Vireo" and the necessity to appoint one member to the Santa
Margarita and one member to the San Luis Rey Habitat Conservation Plan Advisory
Committees.
It was moved by John Hennigar that Gordon W. Tinker be appointed to represent the
San Luis Rey Watershed on the Advisory Committee of the San Diego Association of
Governments Habitat Conservation Plan Advisory Committee Task Force, seconded by
Jim Laughlin and carried.
It was moved by Gordon Tinker that Robert H. Pankey be appointed to represent the
Santa Margarita Watershed on the Advisory Committee of the San Diego Association of
Governments Habitat Conservation Plan Advisory Committee Task Force, seconded by
John Hennigar and carried.
Chairman William D. Taylor offered to write a letter to SANDAG to inform them of
the appointment of Gordon W. Tinker and Robert H. Pankey, to serve on the Habitat
Conservation Plan Advisory Committee.
TREASURER'S REPORT
Mr. Jim Turner submitted the following Treasurer's Report:

OTHER BUSINESS
Mr. George Buchanan submitted a copy of the Metropolitan Water District of Southern
California's Environmental Impact Report for the Expansion of Lake Skinner to the
members for their review.
The next meeting was set for June 18, 1987.
ADJOURNMENT
There being no further business to come before the Watershed Planning Agency, the
meeting was adjourned at 11:15 A.M.
