MEETING OF THE SWIMMING POOL ARCHITECT SELECTION COMMITTEE
- - . APRIL 12,. 1976
Committee held its first meeting at 2:00 p.m. on April 12, 1976
Members present: Claude.Lewis, A. J. Skotnicki, B. C. Schindler,
Betty Wollrich, Ron Beckman and Ed Johnson
Members absent: James Kinghorn
Ed Johnson: Presented' a background summary of the pool status
from initial concept to date. Referred members to prepared
packet items "Elements .to Consider in a Feasibility Study"
memorandum of April 9, 1976, "Suggested Utilizations" of April
12, 1976, and paragraph 2 of memorandum of April 6, 1976 which
announced this convening of this meeting.. Reminded members that -
"Survey of Swimming Pool Architects and Contractors" memorandum
to the City Manager of February 25, 1976 and "Summary of Archi-
tects" presented in the prepared packet were considered confi-
dential information and 'to be returned. Showed map of city
'with mentioned park' sites indicated.
Meeting turned over to Mr. Lewis, Vice Mayor
Mr. Lewis: Queried whether locations were potential sites
and owned by various entities.
Mr. Johnson: Responded affirmatively." -
Mr. Schindler: Commented that Valley site had other plans for
school use. •
Mr. Johnson: Stated that site was not a consideration at this
time and was shown for information. . ' ' -
Mr. Lewis: Questioned whether $500,000 included solar heating.
Mr. Johnson: Responded that monies did not include solar heating
which has not been proven workable. Stated that solar heating
should be considered and information provided by architects.
Mr. Lewis: Commented that Coastal Commission and conservation
of energy have to be consideredw
Mr. Johnson: Stated that schools and municipalities come under
jurisdiction of Costal Commission.
Mrs. Wollrich: Questioned whether all proposed sites come
under Coastal Commission survelliance.
Mr. Johnson: Responded that only Pine and SDG&E sites.

Mr. Skotnicki: Questioned if list of architects had been
reduced down to best possible one. .
Mr. Schindler: Responded that committee should do it and that
there should be some correspondence with clients of architects.
Mr. Johnson: Stated that record of architects should be con-
sidered which he .could obtain information. Referred members
to "Summary of Architects" enclosed in prepared packet.
Mrs. Wollrich: Nominated McKin, Neptune, Ruhnau, Dakan and
Kammeyer be interviewed. . -
Mr. Beckman: Added DVK
Mr. Schnidler: Concurred in Dakanr Neptune and Ruhnau
Mr. Johnson: Commented that the possibility of solar heating had
not been previously discussed.with all architects. . .
Mr. Schindler: Stated that solar heating was important.
Mr. Lewis: Responded that solar heating in LA is not doing its
job, according to Oceanside Parks and. Recreation.
Mrs. Wollrich: Stated that she knows solar heating works in
smaller private pools. . •
Mr. Lewis: Commented that we could use solar heating if workable
but we should not be guinea pigs.
Mr. Beckman: Stated that size of building to support the struc-
ture (solar panels) and site selection were very important,
another energy conservation method was the use of surface covers.
Mr. Lewis: Discussed problems that Wulff Architect had; requested
complete background from architects. .
Mr. Schindler: Desired a check with architects' clients also.
Mr. Beckman: Queried whether there was more information on
Kammeyer, Lynch and Partners. .
Mrs. Wollrich: Commented that construction could be made with
future installation of solar heating.
Mr. Lewis: Commented that in school heated by solar, one area
was heated while another area was not.
Mr. Johnson: Stated that solar heating would cost approximately
$80,000 or more.
Mr. Beckman: Nominated Ruhnau, Neptune, Dakan and Kammeyer as
architects to be initially interviewed.
Mr. Skotnicki: Stated that more architects could be interviewed
later, if necessary. . -
All: Concurred •
Mr. Johnson: Commented that he would contact architects' clients
by telephone and on-site visits. . .
Mr. Lewis: Requested that aquatics and maintenance personnel be
contacted and query for any better features if doing pool project •->
again. ' -
Mr. Johnson: Desired that.any questions that members wanted
answered by clients or architects should contact him in the
next two or three days.
Mr. -Schindler: Requested that architects be queried on their
experience with solar heating and the feasibility and cost of
covering pool now or later. Covering needed as wind protection
and for pool use in cooler weather. •
Discussion was held on future meetings.
Architects will be given 30 minutes for presentation and ques-
tions on April 29, 1976. Mr. Johnson will inform architects.
Mr. Johnson will make visits to clients, members, if available
at the time, have expressed a desire to accompany him.••••"
Members will be provided a packet of information concerning the
architects and visits to clients on April 23, 1976.
