SWIMMING POOL ARCHITECT SELECTION COMMITTEE MINUTES OF
APRIL 29,.1976

The minutes of'the April 12, 1976, meeting were approved -as
submitted. . . .
Mr. Johnson stated he had received information from the Public
Utilities Commission that the cost of gas would double by 1980
and increase by four times the present cost by 1985. Surface
coverings will be an important item as they can hold up to 60%
of the heat. Selection of architect should go to the City
Council by May 10, 1976. • -
PRESENTATION: Ruhnau, -Evans and Ruhnau .
The presentation was as follows:
Firm has designed 10 to 12 public pools. Most recent Poly
High School and City of Riverside. Also designed Laguna
Riviera School and Magnolia School-'for Deaf and Hard of
Hearing in Carlsbad. Are willing to .do research on type and
use of pool and help with site selection. '
There-are not any aluminum pools in Southern California with
exception of those in high rises. Information regarding pool
covers is included in brochure given to Committee. One pool
designed has cover which is unsatisfactory (kids punching
holes in it, swimmers have to take it across pool).
All pools designed have been under estimated budget. Provisions
for s,olar heating in all designs (cannot recommend type of heat-
ing until type of pool is determined). Uses PVC most often.
Sliding roof presents no problems except it is expensive.
Fee is usually 7% of construction cost; however, will negotiate
fixed fee, hourly basis or not to exceed certain amount. Most
important item to be included in pool design would be showers
and mechanical system. Least important item would be solar
heating. Estimated time element - approximately 9 months for
design and construction.

Pool can be built in area with high water table; however, portable
pump would be needed to drain pool, Has been designing pools
for 20 years. Firm has office in Carlsbad.
PRESENTATION: Dakan Engineering Company
The presentation was as follows:
Firm orginally constructed pools. Has been designing pools
since 1946. Firm designs pools exclusively. Last 8 of 10
pools designed by Mr. Dakan personally. Hires consultants
.in specilized fields to help on design. Submits separate bids
on pool and building.. Budget is accurate.

Opinion on solar heating - does not recommend, not ready for it,
ecominically unfeasible. Believes covers are more important
and less expensive than solar. However, will provide for solar
heating in design.
Believes life of pool is approximately 30 years. Usually uses
PVC (transite and copper not recommended). There are four types
of filters, uses all four.
Fee is 6 to 7 per cent of construction cost. Could provide for
sliding roof. Construction in areas with high v/ater table more
expensive but can be done. •"••'••

The presentation was as .follows:
Firm organized 23 years ago. There are 8 principles in the firm.
One principle works on each project. Designed first pool in
1956. Have designed 20 pools since then.
Provisions are made in each design <£or handicapped,'solar heating
and pool covers. Estimated life of.pool - forever with general
maintenace. PVC used because it is cheapest. Heat makes PVC
expand therefore, it must be contained and placed at least 10
feet from source of heat. . • _ . .
Solar heating is not 100% but does work. Would do study on
amount of sun rays in City of Carlsbad. Covers are important
as they hold 10 to 12 degrees of heat in pool.
Would buy-best quality of equipment and economize on site
development (size of lockers), solar heating (use gas or oil
with solar as back up). .
Fee depends on amount of work, usually 7 to 8 per cent. Would
help with site selection. Pools can be constructed in areas
with no problem, use well points. Would phase development for
future to minimize cost.

PRESENTATION: Kammeyer-Lynch and Partners
The presentation was as follows: . '
Firm is composed of Recreation Landscape Architects. Hires
consultants in specilized fields to help on design.
Would meet with citizens to work out plans to meet.needs at
present and future. Items to be considered - staffing, place-
ment of pool, management of bath house, drainage, materials * •
and supplies. - " . .
Discussion on aluminum pools:
Pools have no plastic or tile, repairs are matter of welding.
Could have lighting that would be intensified at night.
National Weather Foundation has determined best areas for solar
heating - County Coast of San Diego, Denver, and Florida. Solar
heating test in Salazar Project with pool heated from June 1 to
•October 15 - heated 60% of surface of pool with temperature from
78 to 82 degrees. .-Break even point with solar heating estimated
at 7 years. Project would need back up system if solar is used.
Competitive poolc cannot be used for recreational purposes because
depth at one end must be 3 1/2 feet deep for recreational uses.
Solutions to problem - build 2 pools or construct pool with move-
able bottom as in South Gate. Extensive explanation of South
Gate design included in brochure given to Committee.

If aluminum pool is to be abandoned, aluminum can be sold.
Surface is painted with same type of finished used on hull of
ships. Can be scratched but not easily. Aluminum is 3/16 of
an inch thick. Structural support behind aluminum. System of
heating same as concrete pools except pipes are in shell of pool.
Fee depends on time required; however, will work hourly, for
flat fee, or percentage. Firm is equiped to handle landscaping.
Would "assist in site selection. Can provide for future planning.
The firms of Neptune and Thomas Associates and Kammeyer-Lynch
and Partners were selected to be further investigated by the
Committee.
The next meeting was set for May 12,.1976, at 2:00 p.m. in
the Council Conference Room.
