Absent: Commissioners Bonae and Greer. PLEDQE OF ALLEQIANCB Was led by Chairman Maerkle. PUBLIC coHHENT: There were no requests to address the Commia?ion On a non-agenda item. NEW: Geoff Pooh referred to the copy of a Waft memorandum to the City Manager on the recommendation of this commission for a Council Policy on consultants. A motion was made and seconded to forward this policy on the City hiring Coneultants who have recommendation to the City Hanager regarding a either been City employees or elected officials of the City. Commissioner Woodward questioned whether Commissioners were included in this, and Mr. Pmle stated that they were not included as they do not fall within this category. Geoff Poole stated he would answer the questions the Commission had regarding the budget as presented at the last meeting. The first question was why were the Maintenance an' Operation expenses so low; as they were 4.4 million dollars in the present budget, and 3.6 million dollars for next year. Mr. Pooh said that this was due to the fact that the District ie buying 20 percent less water. Chairman Maerkle said that the Maintenance should be constant. and Mr. Poole said the titlee of the categories are confusing, and that title does not just mean "fixing" the pipes, it is operating the District. Mr. Poole said there are six accounts in the Field Operations side that are confusing, and probably next year some of these titles will be changed. Ht explained the function of each account and added that next year they will be done according to the way the City does all the budgets. r- 2. Miscellaneous ReDorts Geoff Poole announced that Council approved the operating agreement between the city and the District at the meeting held last night.
