HomeMy WebLinkAbout1991-08-14; Ad Hoc - Water Commission; MinutesMINUTES Meeting of: WATER COIQ4ISSION Date of Meeting: August 14, 1991 (Regular Meeting) ~ine of Meeting: 9:OO a.m. Place of Meeting: 5950 El camino Real COMMISSIONERS CW TO ORDER: vice Chairman Greer called the Heeting to order at 9:lO a.m. ROIL CALL: Comissioners Present: Greer, Bonas, Henley and Woodward. Comissioner Haerkle arrived at 9:22 a.m. Absent: None. PLEDGE OF ALLEGIANCE was led by Commiseioner Greer. PUBLIC COMMENT: There were no requests to address the COmieSiOn On a "on-agenda item. NEW BUSINESS: None. p: 1. WARAC Meetinq Comissioner Woodward reported on the recent WARRC Heeting, stating he had prepared a sheet showing the Cost increases in water from 5261 in 1991 to said that it is not known whether or not this will $727 in 2003, and in 2011 a cost of $1,066. Me come true. Basically, the increased cost= are due to capital programs and improvements and refunds i reclaimed water is used. Comissioner Woodward stated that another item people to be interested in that and the refund of WARAC is looking into is ground water. They want the complete cost is an incentive for people to us that source of water. He said the financial will be modified and changed to allow funds to be assistance programs which the Water Authority has used on ground water proposals the same as on reclaimed water. He said the Metropolitan Water District has 3,426 wells that they can use, and their programs are in six main areas, as Pollowsr Mission Basin, which includes Sa" Luis my and the things Oceanside is doing; Sa" Dieguito Basin; San Pasqual Basin; Santee Basin; Sweetwater Basin and the Tijuana Basin. Mr. Woodward felt the ground water issue was one of the hotter items at the present time. Comissioner Woodward continued, stating that the proposal to establish criteria for when there is a drought. A Regional Board Policy will be adopted for a three-year program and then re-evaluated at that time. Copies of Water Reclamation in san Dieao County were given to all commissionera. Commissioner Woodward continued his report, statin( that he felt ground water was the key and would like to keep informed on the Oceanside project, since that is in one Of the basins WAPAC is checking. He requested an update on what is meeting. happening in Oceanside at the next Commission Commissioner Greer stated ha would like to see a Memorandum of Understanding with oceanside on how it is to proceed. He felt the agreement needs to be formalized to allow the partners to know where they stand. Geoff Paole stated that Bob Greaney would give an update at the next meeting. Commissioner Woodward requested that a copy of the booklet he distributed to the Commissioners be ~eni to Council Member Larsan. Miscellaneous Reuorts Commissioner Woodward inquired whether this Water District was part of the campaign in progreas wherl merchants are giving certificates to people who save water or have the word '"saver" on their bills Jeanne Flack stated that this Water District is part of that program. ASSISTANT GENERAL WAQER: 1. Uudate on Water Conservation Proorams Geoff Poole introduced Jeanne Flack. who gave a report on the Water Conservation Programs in the what has been done with other conservation schools and presented slides giving an update on programs. she stated that the goal of the Distric is to have a comprehensive program that starts at the beginning of the year and follows through the entire year rather than one program at the end of the year. Commissioner Bonas recommended that copies of the booklet distributed to the commissioners today be included with the material given to the students a the high school level. MS. Flack said that there is a need to educate an the total water process; not just the drought. Sh will have a further report at the last meeting in September. Geoff Pooh said that the over-all reduction in water use in this District to date has been 27 percent. / MISSIONERS ! Mr. Pool= stated he attended a Conservation Faie on July 20 and there were new products on display there. The low-flow showerheads and low-flow toilets work, but the other devices have not been tested long enough at this time. Me. Poole said that this Agency is One Of the top two or three in the County in developing the programs covered in this report. p Geoff mole Stated that all the operational transfers have been made and all the water functions are now under one roof. Pat Guevarra, utilitiee/Maintenance. stated that they need to separate the outside water from the domestic meters. Mr. mole explained the work responsibilities here at the District Office, and stated at the close of this meeting. he will conduct a tour for the Commissioners, Miscellaneous ReOOrts Geoff Poole reported that the pipeline on El Caminl Real is virtually finished. When the tie-in is made at Chestnut, it will be finished and all threl lanes will be oversealed and striped. Mr. Poole stated he had written a memorandum to th, Parks and Recreation Department to have Someone Come to the next Commission meeting to discuae the calavera Golf course and the water-related issues. -: The Minutes of the Meeting Of July 24, 19'31, were approved as amended to eliminate the word "attached" in the second paragraph of Page 4.
