Absent: one. was led by Commissioner Greer. -: There were no requests to address the Commission on a non-agenda item. order. The Commisaion took Water Commission Item #1 Out of -: 1. Donald Poleee, District Repreeentative. Sa" DiegO county, for Ron Packard, Member of congress, 43rd District. was present to explain HR 3673 and HR water through membrane process (desalination) and 3674. HR 3673 coneerne treatment of contaminated MR 3674 concerns water reclamation and constructia of a backbone pipeline system in southern California. Mr. Poleae referred to the copies of the bills dietributed to the Commissioners and stated this was a status report on where the two bills are going, the intention behind the bills and to answ0 any questions. This is a long-time idea of Congressman Packard an his vision is to have a large pipeline from the Antelope Valley down south approximately along I- 15 to the Mexican border. A lot of water that is now wasted could be reclaimed. The bill would authorize a study of this issue and lead to the design and construction of the large pipeline. Th bill is in the Public Work3 committee, where Member of the Interior Committee, so it cannot go Congressman Packard is a Member. He is not a through the Bureau of Reclamation. Research was halted by the Federal I study of the latest in desalination technology. Government in 1982. There needs to be further This will be the desalination of brackish water rather than Sea water, as it is too expensive to desalinate sea water. A research program would be established to desalinate through the membrane process, reverse osmosis and electro-dialysis. There would be nix million dollars OVEr a three- year period for this study and a raport would go back to Congress at the end of 1995. The commission discussed the bills and Mr. POleSe stated they are in the preliminary stages, with details to be worked out later. This will be an updating of the current law and the local communities will play an important part in this. There was concern expressed that the local districts would be left out, but Mr. Polese aSBUrE the Commission that would not be the case. He ea1 Hr. Packard would be happy to come to a Commissior meeting and discuss these bills. The Consensus of the Commiesion was to let Mr. Packard know that they are willing to help and woI With him on this and would like to have a work session with him during the cominy Holidays. NEW BUSINESS: 1. Low-Flow Toilet Requirements for Resale 80useS. Jeanne Flack gave the staff report, discussing thl experiences of other agencies, S8 1224 IKillea), and the impact on Carlsbad. Ms. Flack stated that staff recommendation was to await the outcome of SBS 1224, before taking any action. GeOff Poole stated that the District coold become involved in the aale of each house in Carlsbad if they had to monitor whether or not low-flow toilel were installed on a resale, and this would Create workload that wou1.d be too fumb-rqome. He added that the Killea bill would remove this from the local purview. The Water Commission recommended that staff recommendation be approved to await the outcome of SB 1224 before taking any action on thia issue. Haeekle weer Bonas Henley Woodward MINUTES r- " November 13. 1991 WATER COHHISSION Pa.ge 3 WDED ITEMS AND REPORTS: NATER COMblISSION: PUC Reaulation of California Water Mr. Poole stated this is an information item and the position statement by Sa" Diego Mayor Maureen o*connor will be converted into a bill by Senator Wadie Deddeh*e Sacramento office for presentation in January 1992. The Water Commission recommended that the Municipa Water Board place the matter Of the PUC Regulation of California Water as met forth in the position statement by San Diego Mayor Maureen O'COnnOr on their' agenda a8 an information item for discussion Presidents and Manaaers Council Chairman Haerkle reported on a meeting held yeeterday and reported that in December the Counci will meet on the 12th, with the speaker to be Senator John Seymour. Miscellaneous ReOOrts Commissioner Woodward reported on a recent ACWA ReuBe Committee in Newport, which was part of a seminar dealing with the u~e of grey water for watering plants or septic tanks. It is not lawful to do that, but it is being done. Commissioner Woodward inquired about the use Of tt color of purple on sprinklerheads to indicate reclaimed water. He asked staff to look into this to see whether there is anyone doing this a6 part of a program the Water Authority is going to do, c is this just a marketing ploy. Mr. Poole said nothing is required by the Health Department as far as colors for sprinkler heads, but signage is important. p Mr. Poole said the items he would have mentioned here have already been discussed. APPROVAL OF MINUTES: The Minutes of the Regular Meeting held October 23, page 8, to read: Request to support Chester c. Gilberl 1991, were approved a8 amended to change the title of I add to Commissioner Bonas' remarks on page 8, for Vice President of the ACWA Municipal Section; and i Miscellaneous Reports: "since they are no longer on 01 approved list of Associations."
