HomeMy WebLinkAbout1991-12-11; Ad Hoc - Water Commission; MinutesMinutes of: WATER COMMISSION Date of Meeting: December 11, 1991 (Regular Meeting) Time of Meeting: 9:OO a.m. Place of Meeting: 5950 El camino Real CW TO ORDER: Chairman Maerkle called the Meeting to order at 9:04 a.m. ROLL CALL: present: commissioners Maerkle, Bonas, Greer, Henley and Woodward. Absent: None. PLEDGE OF ALLEGIANCE was led by Commissioner Henley. PUBLIC COMMENT: There were no requests to address the Commission on a non-agenda item. NEW BUSINESS: 1. Discussion of Future Water Commission Meetina Schedule Geoff Poole announced that the next regular meeting would fall on Christmas Day, and by consensus, the Commission decided to cancel the second meeting in December. The Commissioners discussed the possibility of holding both meetings at 2:00 p.m., rather than having the first meeting on the 2nd Wednesday of the month at 9:00 a.m. Commissioner Woodward stated this was no longer a problem with his schedule. ACTION: On motion by Commissioner Greer, the Water Commission agreed to hold their monthly meetings on the 2nd and 4th Wednesdays of the month at 2:00 p.m. AyEs: Maerkle, Bonas, Greer, Henley and Woodward 2. Uudate on Status of Reclaimed Water Master Plan/Recommendation to Board of Directors Geoff Poole stated that in July or August of this year, this Commission document was sent to the other agencies involved for their comments. reviewed the Reclaimed Water Master Plan. Commissioner Greer said that in our plan the Encina plant has been identified and supported by other studies that have been conducted by other jurisdictions. He added that San Marcos wants to use its reclaimed water within its jurisdiction, and he felt it would be appropriate for people to know that the San Marcos reclamation facilities were in part funded by La costa and serve La Costa in certain areas. He said it would be appropriate for Carlsbad to receive some of that reclaimed water. Mr. Greer added that he would hate to see the re- activation of the Calavera plant abandoned. Mr. Poole stated that there are substantial costs to re-activate the Calavera plant; but he was not aware of any recommendation from the City whether or not to proceed. Mr. Greer said he felt it was not appropriate at this time to recommend that the Calavera plant be address that. abandoned. Chairman Maerkle reported further on the ACWA Conference and the sessions he attended. r- December 11, 1991 WATER COMMISSION Page 3 ADDED ITEMS AND REPORTS: (Continued) Commissioner Woodward stated that as a member of the Reclamation and Reuse Committee in the ACWA group, he was pent the following information: A new committee is being formed, the Western Coalition of Arid States. This committee is to consist of members from California, Arizona, Nevada, New Mexico and Texas. He said he would supply a copy of the information sheet to anyone interested in this committee. Commissioner Woodward reported on the WARAC meeting, stating there are three or four funds now available to the water districts for reclaimed water and they are trying to tie what the cost of installation of the water. The County Water Authority would pay the difference in order for lines is to the amount of money that would be charged for the reclaimed the districts to break even. Commissioner Woodward distributed copies of the summaries of the legislative bills, which also explained what their status is at this Water Systems that the San Diego Water Authority had distributed and time. He also distributed copies of the Retrofit Guide for Reclaimed Commissioner Woodward asked the Commissioners to read this by the January 8th meeting and return with their recommendations. He also asked staff to review this. Commissioner Woodward asked for a report at the January 8th meeting on the Escondido water softener case. I" Commissioner Greer stated there will be a legislative wrap-up with ACWA in San Diego, and he will attend the meeting. He expressed concern that there is a bill to authorize Olivenhain to undertake specified testing water basins. Some of the people they serve are in Carlsbad and there programs and ground water management activities to improve the ground is a ground water basin there. He asked whether staff was aware of this, and Mr. Poole said he had not heard of it. Mr. Greer asked Mr. Poole to check into this. ASSISTANT GENERAL MRNAOER: 1. Miscellaneous ReDorts Geoff Poole announced that this coming Friday will be his last day of employment with the Water District, and he thanked the Commission for their support during the 11 years he was employed here. ACTION: On motion by Commissioner Greer, the Commission voted to present a Resolution of Appreciation to Geoff Poole. AYES: Maerkle, Bonas, Greer, Henley and Woodward APPROVAL OF MINUTES: On motion by Commissioner Bonas, the Minutes of November 6, 1991, and November 13, 1991, were approved as presented.
