HomeMy WebLinkAbout1992-04-08; Ad Hoc - Water Commission; MinutesMINUTEB OF: 7 WATER COHI(ISSI0N DATE OF MEETINC: April 8, 1992 (Regular Meeting) TIME OF MEETING: 2:OO p.m. PLACE OF MEETING: 5950 El Camino Real CALL TO ORDER: Chairman Greer called the Meeting to order at 2:00 p.m. ROLL CW: Present: Commissioners Greer, Henley and Maerkle. Absent: Commissioners Louis and Melideo. PLEDGE OF ALtEGIANCE was led by Chairman Greer. Chairman Greer announced that the Board appointed two new Commissioners last night; Leo Louis and Mary Melideo. PUBLIC COMMENT: Bill Compas stated that he had enjoyed his short time as a Water Commissioner and wished the Water District and the Commission all the best of luck and success. Chairman Greer explained that when the City became a Subsidiary District, the Commissioners were to be appointed, if possible, from the Districts that the original members represented. The two recent appointees, Mr. Compas and Ms. the basic agreement, and the Water Board felt it was best to change Commissioners. CONSENT CALENDAR: - Welshons, were not within the Water District boundaries. This was contrary to i ACTION: On motion by Commissioner Henley, the Commission accepted the Manager's Report. m: Greer, Henley and Maerkle OLD BUSINESS: None. NEW BUSINESS: 1. Discussion of MET'S Declaration of a voluntarv 10 Percent Water Conservation Effort Jeanne Flack reported that the County Water Authority will meet tomorrow and decide whether or not to go to a 10 percent voluntary water conservation effort. After Metropolitan's decision on March 27, 1992, to declare voluntary effort from their member agencies, it is expected that the Water Authority will do the same. r" April 8, 1992 WATER COMMISSION Page 2 NEW BUSINESS: (Continued) Ms. Flack stated that this Commission needs to discuss whether to recommend that the Board of Directors take similar action to declare a voluntary 10 percent conservation. At present, this District is at a Stage Two mandatory conservation. The only difference between the mandatory stage and the voluntary stage is in construction water usage. At the mandatory stage, all construction water must be reclaimed water, if available, and developers must submit a plan to the General Manager on how to reduce demand in new development 10 percent or pay a percent, the offset fee probably would have to be discontinued. conservation offset fee. Ms. Flack said that under the voluntary 10 r-" Ms. Flack stated that there could be ramifications with regard to the inclining block rate structure. At the present time, customers are charged at the Block 2 and Block 3 rates, if they go over the 10 percent conservation rate. If the inclining block rates are kept, how far would the District let customers go before they go into Block 2 or 3. Also, the lifeline rate of 7 units might not be feasible. Also, if the base year is kept, how long would that apply. If the base year is not kept, then either an average usage would be needed or a random number of units into the different blocks. There were problems with using an average, as that did not take into consideration owners of larger lots. Chairman Greer stated he would like to see the block rate continued--at least this year--and then establish this year as the base for future years. This would use 1989-90 as the base year, with the block rate, and then a year from now consider whether or not to change to make this year (1991-92) the base year. Ms. Flack stated that the problem with that would be that a lot of customers have been reducing their water consumption during this year, and if the base year were switched to this year, the customers would be asked for more cut backs. Chairman Greer said that the base year 1989-90 will begin to lose its validity eventually. If it is on a voluntary basis, what rate would be used, if it is not the inclining block rate? Ms. Flack stated that if there were no inclining block rate, it could be a flat rate. The lifeline would have to be taken out, because at 90 breaking even now, because of the two higher blocks. Ms. Flack added cents and $1.15, the District would lose money. The District is just that there is to be a rate change as of July 1, 1992, with the increases from Metropolitan. ACTION: On motion by Commissioner Henley, the Water Commission recommended adopting the 10 percent voluntary water be reclaimed water, as available. Discussion of Recoonition of Past Commission Members Bonas and Woodward Jeanne Flack reported that Margaret Bonas had said she could not attend the April 22 meeting. This is the time scheduled for the recognition of Members Bonas and Woodward. A proclamation will be given to them, and the Commissioners agreed that plaques should also be presented, giving the number of years they served and offices held. r" April 8, 1992 WATER COMMISSION Page 3 The Commission agreed to have the regular meeting on April 22, and proclamations and present the plaques. At that time, the meeting would adjourn to 5:OO p.m., and at that time re-open the meeting to read the close and refreshments would be served. ACTION: On motion by Commissioner Maerkle, the Commission voted to have proclamations and plaques for former Commissioners Bonas and Woodward, and to have these presented at an extended meeting at 5:OO p.m., April 22, 1992. Refreshments are to be served following the Meeting. Invitations are to be sent to the Water Boards of the adjoining Districts. m: Greer, Henley and Maerkle the 5:OO p.m. meeting, April 22, 1992. Former Commissioner Bonas arrived at this time, and she agreed to attend 3. Reuort on Status of Fiscal Year 1992-93 Budaet Jeanne Flack gave a brief update on the 1992-93 Budget, and in reply to Commission query, stated the Budget would be brought to the Commission for final approval. ADDED ITEMS AND REPORTS: WATER COMMISSION: r" 1. P & M Meetinq Chairman Greer gave the report, referring to the Minutes of the Water Authority Reclamation Advisory Committee for the January 27, 1992, meeting, which were included in the packet. He added that any interested parties are welcome to attend the meetings, and should let Bob Greaney know if they desire to attend. Miscellaneous Reuorts Future Aoenda Reauests meeting, stating that it should indicate the regular time of 2:00 p.m., Chairman Greer reminded staff about the agenda for the next Commission and then show the re-convening at 5:OO p.m., for the recognition of former Commissioners Bonas and Woodward. GENERAL WAGER REPORTS: 1. Reuort on Governor's Water Policy Announcement at the Auril 6. 1992. CWA Luncheon Jeanne Flack reported that the Governor's Water Policy Announcement contained nothing new. He supports the three new projects for off- stream reservoirs. He also wants to have a study completed regarding the Bay/Delta, to include even distribution of water to urban, agricultural and environmental sectors. The Governor wants the study completed within a three-year time frame. The Governor is trying to get project turned over to the State, and he wants an agreement within six a contract with the Federal Government to have the Central Valley months. The change from his former statements was the addition of time lines for the projects. AYES: Greer, Henley and Maerkle ADJOURNMENT: By proper motion, the Meeting of April 8, 1992, was adjourned at 2:45 p.m. Minutes Clerk
