Acting Chairman Maerkle called the Meeting to order at 2:Oo p.m.
ROLL CALL:
Present: Commissioners Henley, Louis, Maerkle and Melideo.
Absent: Commissioner Greer.
PLEDGE OF ALLEGIANCE was led by Commissioner Henley.
PUBLIC COMMENT:
Acting Chairman Maerkle announced he had visited Commissioner Greer in the hospital.
NEW BUSINESS:
1. AB XO492-01 - Introduction of New Commission Members
Commissioners Mary Melideo and Leo Louis were introduced.
2. AB XO492-02 - Selection of TemDorarY Chairman.
ACTION: On motion by Commissioner Maerkle, Commissioner Henley was elected Temporary Chairman.

OLD BUSINESS:
3. AB #0492-3 - Review of Latest CWA Action Concernina IICP Proaram.
Jeanne Flack reported that Metropolitan and the County Water Authority have both declared a voluntary ten percent water conservation and no penalties will be assessed.
4. AB #0492-4 - Status of Activities for Water Awareness Month (May)
Jeanne Flack gave a slide presentation showing the activities planned
participating with the Carlsbad Municipal Water District. There will be
for Water Awareness Month. There will be seven other agencies

Mr. Greaney arrived and added to the report on the IICP Program, Stating this was a confirmation of what this Commission discussed at their last
meeting. The conversation of water is now on a voluntary basis, and the recommendation will be made to the Water Board to return to a Voluntary
10 percent conservation. He stated that information will be brought to
the Commission regarding the rate structure and a recommendation will be needed from the Commission as to what should be done about the rate structure. The rates will be raised to $1.29 due to Metropolitan's
increase. The Water Authority did not add any increases, and they do not anticipate any this year. This is a 14 cent per unit increase.
The choices of the Commission will be whether or not to continue with the inclining block rates, or return to a flat rate. Fifty percent of the agencies are reverting back to the flat rate, but some agencies have not acted as yet, while others are continuing with the block rate.
The Commission will have to consider the inclining block rate based on the 1989-90 base year, and when to leave that base year. The difficulty with going to 1991-92 as the base year is that citizens were already conserving 20 percent, and if a 10 percent conservation is requested over this year, that would be a 30 percent cutback. Also, the flat rate
could be used--but the $1.29 charge will apply, no matter what system you use.
Mr. Greaney stated that in changing from the block rate, the lifeline
rate of .90 cents would need to be dropped. The District loses money on that rate, and it would not be viable to deliver water at less than cost.
Mr. Greaney further stated that Metropolitan increased water rates on a per acre foot basis by $62 for the treated water. They are instituting a $5 per parcel standby charge on tax bills at the end of the year and instituting a service charge to the San Diego Water Authority of 6.7 million dollars. The pro-rated share to Carlsbad would be $188,000 for the coming year.
Mr. Greaney explained the rate stabilization fund and the reserve fund
penalties paid by the water users. The reserve was set aside for established by the Commission and the Board with the money from the
unexpected occurrences, such as a deeper drought or in case of penalties. He said the money could be used out of the rate

OENEW MANAGER REPORTS:
Mr. Greaney stated he had talked with the new Commissioners and would be
conducting a tour of the facilities with them next Tuesday at 8:30 a.m.

On motion by Commissioner Maerkle, the Minutes of the Regular Meeting held April 8, 1992, were approved as presented.
