HomeMy WebLinkAbout1992-12-09; Ad Hoc - Water Commission; MinutesMINUTES MEETING OF: WATER COMMISSION DATE OF MEETING: TIME OF MEETING: 2:OO p.m. PLACE OF MEETING: December 9, 1992 (Regular Meeting) 5950 El Camino Real CALL TO ORDER: Chairman Henley called the Meeting to order at 2:OO p.m. ROLL CALL: Present: Absent: None. Commissioners Henley, Kubota, Louis, Maerkle and Melideo. PLEDGE OF ALLEGIANCE was led by Chairman Henley. COMMENTS FROM THE AUDIENCE: None. NEW BUSINESS: 1. Water Savinns bv Customer Classification Jeanne Flack distributed copies of a report showing the water consumption during 1992, with the exception of the months of April and May, for single families, commercial, irrigation, agriculture and industrial. She stated that the numbers are based on growth (how many meters there are) and show decreases in the months where there was rain. Agriculture in the City of Carlsbad has declined with less space available for crops and the rising cost of water. Ms. Flack stated the numbers balance out among the different categories. She said that the totals shown are not what the Water Authority records as Carlsbad’s savings, as those totals are higher. Commissioner Melideo commented that there are many areas where the sprinklers are set to go on for watering, regardless of whether or not it is raining. These are business complexes and condominium grounds. Ms. Flack stated that if anyone sees that happening, they should call the Water District. Someone will check on that and suggest that moisture sensors be installed. Some of the parks in the City already have moisture sensors and new irrigation systems are required to have sensors. In reply to query about agriculture use declining in the coming year, Ms. Flack stated that rising costs are making it more difficult for farmers. December 9, 1992 WATER COMMISSION Page 2 OLD BUSINESS: 1. Policv to Allow Commercial/lndustrial Customers to Receive ULFT Rebates Jeanne Flack stated that the Commission asked staff to look into a policy regarding allowing commercial and industrial customers to receive ULFT rebates. Up to the present time, the rebates have been available to residential customers only. Also, staff was to investigate whether or not parameters could be placed on applications from commercial and industrial users. Ms. Flack spoke with the County Water Authority as to whether or not restrictions could be placed on commercial and industrial applications and-was told that there could be no restrictions. If the District allows a classification to participate, they must be allowed to do it without any contingencies. Ms. Flack said that staff proposes allowing commercial and industrial users to participate in the ultra-low flush toilet rebate program for a period of 90 days. If there is a problem at that time, staff can bring a report to the Commission with the level of participation there has been and, if necessary, a recommendation to revise the policy. The rebate would be $75 each for eight or less toilets; from 9-20 rebates would be $50 each; from 2035, $25 each, and from 36-100 the rebate would be $1 0 each. In response to Commission query regarding how information about this program would be distributed to the businesses, Ms. Flack stated the District would advertise this and could do a mailing, including condominium complexes. The contractor for the District had been aware that commercial and industrial users had not been included in the program, and those users would now be informed that they were eligible. ACTION: On motion by Commissioner Maerkle, the Water Commission approved staff recommendation to include commercial and industrial users in the ULFT rebate program for a period of 90 days. At that time, the Commission will receive a report on the participation and take any action necessary. AYES: Henley, Kubota, Louis, Maerkle and Melideo ANNOUNCEMENT: Jeanne Flack introduced Joni Wiltgen, Management Analyst, who has been assigned to the Water District from the Research Office. She will work with the conservation programs and public information. WATER COMMISSION: Report on Presidents and Manaaers Meeting Commissioner Maerkle reported on a recent P & M Meeting, stating that again the main topic of conversation was the bill signed by the President with regard to water from Central Valley. The farmers are deciding to sell their water rather than to grow crops, as it would be financially beneficial. Report on ACWA/JPIA Commissioner Maerkle reported that as of January 1, 1993, the District will no longer be insured with JPIA. December 9, 1992 WATER COMMISSION Page 3 WATER COMMISSION: (Continued) Ms. Flack stated that the District will be insured as of January 1,1993, under CMlA of the City of Carlsbad. She said that the only difference is the amount of deductible, which will change from $5,000 at the present time, to $500,000. APPROVAL OF MINUTES: On motion by Commissioner Maerkle, the Minutes of the Meeting held November 18, 1992, were approved as presented. AYES: Henley, Kubota, Louis, Maerkle and Melideo Ms. Flack announced there will be a potluck luncheon next Wednesday, December 16,1992, and she invited the Commissioners to attend.
