Commissioners Henley, Kubota, Louis, Maerkle and Melideo. PLEDGE OF ALLEGIANCE was led by Commissioner Maerkle. COMMENTS FROM THE AUDIENCE: None. NEW BUSINESS: 1. Election of Officers ACTION: On motions by Commissioner Maerkle and Commissioner Melideo, Commissioner Henley was nominated to be re-elected Chairman for the coming year, and nominations were closed. AYES: Henley, Kubota, Louis, Maerkle and Melideo Commissioner Henley is the Chairman for the coming year. ACTION: On motion by Commissioner Kubota, Commissioner Louis was nominated to serve as Vice Chairman for the coming year. AYES: Henley, Kubota, Louis, Maerkle and Melideo Commissioner Louis is the Vice Chairman for the coming year. Agenda Item #4 was taken out of order. 4. Update on Engineering Proiects Bob Coates gave an oral update on District Projects. (See Attachment) February 10, 1993 WATER COMMISSION Page 2 2. Update on Leglsiative issues Bob Greaney gave the report, referring to the summary report of AB 52 and SB 7, contained in the packet, and reported on six bills and one resolution that the WateReuse Board is supporting. These were described in the Legislate Update, copies of which were distributed to the Commissioners at the meeting. Mr. Greaney stated he is on the Legislative Committee and will keep the Commission informed on legislation that affects the District. 3. Update on Consetvatlon Programs Jeanne Flack gave the report, giving statistics on the ultra-low flush toilet program from the time the District started the program on its own, stating that there is a total of 1,152 rebates. The C. W. A. stopped one program and started over later, and through the Water Authority last fiscal year, there were 650 toilet rebates. So far this fiscal year, through the County Authority, there have been 164 rebates, making a total of a little over 1,900 rebates. Ms. Flack stated they have been targeting multi-family units and commercial, but there has been little response so far. Another program that is still in progress is the residential water audit program. So far, 325 audits have been made, and those are mostly outdoor water audits. Staff feels this program is successful and the District is still receiving calls to perform audits. Another program helps people to determine if they have a leak in their water system, or why they have usually high water consumption. This is trouble-shooting that does not necessarily quallfy as a residential water audit. However, staff feels that this is a water conservation program. The District has a large turf audit program where they go to the site and check whether the irrigation is covering what it should and whether it is watering correctly, as well as provide recommendations for irrigation schedules. There have been approximately 30 of those audits made. A new program with the Water Authority is a distribution system audit in which five agencies are participating in the pilot program, and this District is one of the agencies. They are going to do a preliminary audit of the distribution system and check for possible leaks. Ms. Flack said that of the free toilets from the County Water Authority for public institutions, only eight have been requested by the District to date. Ms. Flack said that the District’s new message to the public involves helping them save money by implementing these water conservation measures. Advertising is too expensive, and the District is trying to get press coverage by issuing press releases that are free in order to reduce the costs. Commissioner Louis suggested having a public speakers’ program. 5. Discussion on Honorinq Eric Larson Bob Greaney distributed copies of a Proclamation for Eric Larson to the Commissioners for their approval. February 10, 1993 WATER COMMISSION Page 3 ACTION : On motion by Commissioner Louis, the Water Commission adopted the Proclamation for Eric Larson, as presented. AYES: Henley, Kubota, Louis, Maerkle and Melideo ADDED ITEMS AND REPORTS: Jeanne Flack announced she has the San Diego County Water Authority video on Emergency Water Storage for the Commissioners to check out and view. WATER COMMISSION: Report on Presidents and ManaQers Meetinq Commissioner Maerkle stated there has not been a Presidents and Managers meeting since the Commission’s last meeting. GENERAL MANAGER’S REPORT Bob Greaney reported the City had met with the representatives of CCEA, the City employees association, and there is now a floating holiday for Martin Luther King Day. The City has initiated a 9/80 program, with every other Friday off, and that program started February 1, 1993, on a voluntary and trial basis for 90 days. The Water District Offices are participating in the program. APPROVAL OF MINUTES: On motion by Commissioner Maerkle, the Minutes of the Meeting held January 27, 1993, were approved as presented. AYES: Henley, Kubota, Maerkle and Melideo ABSTAl N: Louis Commissioner Kubota asked whether the drought was almost over as of now, and Mr. Greaney stated it would not be declared over until there was an official announcement. Mr. Kubota stated he would like to have more information on the budgeting process and how that affects the over-all activities of the Commission, the impact on the rate structure, etc. Chairman Henley asked about the new District insurance costs, and staff will report back on that.
