MINUTES
MEETING OF: WATER COMMISSION

CALL TO ORDER:
Chairman Henley called the Meeting to order at 2:OO p.m.
ROLL CALL:

Absent: None.
Commissioners Henley, Kubota, Louis, Maerkle and Melideo.
PLEDGE OF ALLEGIANCE was led by Commissioner Melideo.

Review Draft of District 1993-1 994 Budqet
Bob Greaney reviewed the draft of the District budget for 1993-1994, explaining the three
accounts, Water Enterprise, Sanitation Ente'rprise and Reclaimed Water Enterprise.
Mr. Greaney stated the Commission will receive a copy of the budget prior to the next meeting
for action at that meeting.
Commissioner Kubota stated he wanted a more intensive rate study, showing reclaimed water
impact on potable water sales.
Resolution Honorina Carl Boronkay of Metropolitan Water District on his Retirement
Commissioner Maerkle requested this agenda item, and Bob Greaney referred to the draft
copy of the Resolution contained in the packet. This was the Resolution sent by the City of
Carlsbad.
ACTION: On motion by Chairman Henley, the Water Commission directed staff to
compose a Resolution for Carl Boronkay, using the form used by the City of
Carlsbad, but changing it to read from the Carlsbad Water District and
Commission.

Presidents and Manaaers Meeting
Commissioner Maerkle stated there was no new report at this time.
Commissioner Maerkle inquired about the properties that were held by the old Water District before
the City assumed control of the District.
Mr. Greaney stated that Utilities and Maintenance Director, Ralph Anderson, had stated that the City is
considering leasing the Mission Road property. There is to be a by-pass built in that area however,
and that may affect the value of that property.
GENERAL MANAGER REPORTS:
Report on Governor’s Recent Decision Reaardina D-1630
Mr. Greaney reported that the Governor’s Water Resources Board came out with interim standards
(called Decision 1630) for the Delta to protect the salmon and Delta smelt. The plan was to turn off
the pumps at certain times to allow the fish to be in that area without endangering them. The
agriculture people were pressuring the Governor, as they did not want to incur the loss of water.
However, this plan would have been better than having the Federal Government come in and take
over operations. If that happens, the loss of water to the south could be as high as one to three
million acre feet a year. Also, the Government would then set the standards. The entire situation is in
limbo at the present time.
By consensus, the Commission decided to hold the May 12, 1993, regular meeting at 1:00 p.m., and
to schedule the tour of the facilities for May 26, 1993, at 1:00 p.m.
Commissioner Kubota stated he understood the City was considering purchasing Lanikai Mobilehome
Park, and he would like to have the Commission consider the retrofitting of the park for individual
water meters.
Jeanne Flack announced that May is Water Awareness Month, and there are free samples of water-
saving materials at the May Company.

On motion by Commissioner Maerkle, the Minutes of the Meeting held March 24, 1993, were
approved as presented.
