HomeMy WebLinkAbout1993-08-25; Ad Hoc - Water Commission; Minutes1 CARLSBAD I MUNICIPAL WATER DISTRICT MEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: MINUTES WATER COMMISSION August 25, 1993 (Regular Meetlng) 2:OO p.m. 5950 El Camlno Rem1 CALL TO ORDER: Chairman Henley called the Meeting to order at 2:05 p.m. ROLL CALL: Present: Absent: Commissioners Henley, Kubota, Louis, Jaerkle and Melideo. None. PLEDGE OF ALLEGIANCE was led by Commissioner Maerkle. COMMENTS FROM THE AUDIENCE: None. NEW BUSINESS: 1. 0825-01 - Countv Water Authority Water Resources Plan UDdate Bob Greaney reported that the San Dego County Water Authority will release its draft Water Resources Plan/Urban Water Management Plan for public review at a Board of Directors' workshop scheduled for August 31. The plan looks at alternatives on developing local water supplies (San Diego County) as opposed to relying on Metropolitan for imported supplies, in case of a drought, plumbing problems in the Delta area or an earthquake. Items reported on included current and future supplies; Metropolitan Water District supply status, State Water Project (SWP), Colorado River aqueduct and storage. Water Management Issues were displayed, with options given of 1) conservation and demand management; 2) water reclamation; 3) ground water basin development; 4) water transfers; and 5) exotic resource development. Option three was the one chosen by the plan as the most feasible. Conservation was discussed and storage of water. Supply options and the cost effectiveness of those options were shown. Conservation, reclamation, desalination and dry year transfers were compared by costs per acre foot. Mr. Greaney stated that one of the problems he sees, is that if water users have to pay for reclaimed water projects, the first time there is a drought and the water customer has to cut his water use and he sees the golf courses and parks with plenty of water (reclaimed water), he will complain. He also felt that desalination was not economically feasible. In conclusion, Mr. Greaney said this report will be updated annually. August 25,1993 WATER COMMISSION Page 2 NEW BUSINESS: (Continued) Commissioner Kubota stated that since the only local supply is a well fmld and San Luis Ray, that development needs to be the main focus; and he concurred with staff that there is little incentive for desalination as opposed to reclamation. Chairman Henley declared a recw at 2:s p.m., and the Water Commission re-convened at 3:14 p.m., with all Members present. NEW BUSINESS: (Continued) 2. 0825-02 UDdate on Water Reclamation Master Plan Bob Greaney reported on the Water Reclamation Master Plan, stating that the limit for the low- interest water reclamation loan program was fwe million dollars, and the Phase I facilities included are the pump station (which is completed), and storage facilities. Slides were shown of the piping using the purple color to indicate that it is reclaimed water. The pipe lines along El Camino Real need to be completed. At the present time the City is waiting for the contractor to sign the documents to send to the State in compliance with the requirements for the low-interest loan. The improvements to Meadowlark will be included in the paperwork to the State for the loan. The amount is now $2,429,240.00, instead of five million, due partially to the projects that were rejected as eligible by the State. The interest rate is 2.9 percent, and the term is 20 years. Mr. Greaney stated that the loan repayment will be made from the proceeds of selling reclaimed water and the rebate from MWD and CWA of $254 per acre foot. Mr. Greaney reported on Phase II, showing where reclaimed water lines will be installed. Commissioner Kubota requested a consultant study the reclaimed water lines and re-evaluate this Master Plan to see whether the current plan is the most feasible. Mr. Greaney said that the treatment facility site needs to be reviewed and the Finance Department is looking at the financing aspects of Phase II before that goes to the Water Board. The City is talking about reclaimed water for the Carlsbad Ranch project, but there is no more available from Meadowlark. The Gafner plant is under construction for reclaimed water, and the City will be purchasing reclaimed water from Gafner in Leucadia and selling it to La Costa for the south golf course. Also, in Phase II, the construction of the tertiary treatment facility. Commissioner Kubota inquired whether there was a comprehensive financial plan identifying all these things: e.g., the loss of rebates. If Gafner sells reclaimed water to La Costa, this water district will lose the fresh water income. GENERALMANAGERREPORTS: AWCA Fall Conference Mr. Greaney announced this Conference will be held November 2,3,4 and 5,1993, at Anaheim, California, at the Disneyland Hotel. There is money in the budget for four people to attend; that would be two staff people and two Commissioners. Commissioner Kubota stated he might attend split sessions and Commissioner Maerkle will attend. Commissioner Maerkle called attention to a WATEREUSE meeting in San Diego, October 13,14 and 15, 1993. Commissioner Louis will try to attend that meeting. Mr. Greaney reported that a letter had been written to the Department of Health regarding the exemption on the covering of the resewoir. A representative from the Department of Health came to Carlsbad and looked at the reservoir. They are now in the process of issuing a letter to the District with their final decision. The next Water Commission meeting will be September 22, 1993, at 2:OO p.m., in the Water District offices.
