CALL TO ORDER:
Chairman Louis called the Meeting to order at 2:OO p.m.
ROLL CALL:
PreSent:
Absent: None.
Commissioners Louis, Henley, Kubota, Maerkle and Melideo.
PLEDGE OF ALLEGlANCE was led by Commissioner Kubota.
COMMENTS FROM THE AUDIENCE:
There were no requests to address the Commission on a non-agenda item.
Dr. Cliff Lange, Library Director, was introduced.
OLD BUSINESS:
1. 041 3-1 Discussion of Commission Workshop
Bob Greaney stated that Dr. Lange is present for this item, as he will be the Facilitator for the
workshop.
Following discussion, the Commission determined that the workshop would be held here at the
Water District Offices, May 11, 1994, at 11:OO a.m. Lunch will be brought in and the workshop
will continue until all business has been conducted.
Items suggested for the agenda included the siting of a water reclamation plant; potable water;
waste water and reclaimed water. The suggestion was made for indoctrination for the new
Commissioners. Commissioner Kubota stated that at Encina, there is a handbook for new
Directors, and all new Directors are given that handbook as well as a briefing on procedures and
goals. He suggested that might serve as a guide for this Commission.
Commissioner Melideo stated that this is an advisory group that used to be a separate entity and
is now a part of the City. She said the Commission needs to designate just what their status is
and whether this Commission's role is the same as the other Commissions.
Other suggestions made were to know the history and background and to have a mission for the
District delineated.
Commissioner Kubota stated that one of the Commission's goals should be to "daydream" and
talk about where the Commission would be in the year 2000, and maybe beyond that.

OLD BUSINESS: (Continued)
ACTION: By consensus, the Water Commission accepted the proposed agenda for the
Commission workshop to be held May 11 , 1994.
NEW BUSINESS:
2. 041 3-2 Review of Preliminaw Budaet for FY 1994-95
In reply to Commission query about where the Water District personnel is housed, Mr. Greaney
stated that most of the people are here at the District Offices. There are some maintenance crews
at the Calavera treatment plant, but one of Mr. Greaney’s goals is to proceed with the dismantling
of that site.
Mr. Greaney reviewed the proposed 1994-95 budget for the Sanitation Enterprise Fund,
Reclamation Enterprise Fund and Water Enterprise Fund in detail, answering the questions of the
Commissioners.
No Commission action was necessary, as the budget will be returned to the Commission for final
recommendation to the Board.
Commissioner Melideo left the meeting at 3:20 p.m.
Chairman Louis declared a recess at 3:45 p.m., and the Commission re-convened at 4:OO p.m., with four
Members present and Commissioner Melideo absent.
Chairman Louis stated the Board of Directors where he lives has been told they have to put in a back flow
preventer in each building. Mr. Greaney stated he would put this on the agenda in the future, but due
to the Brown Act, it cannot be discussed today.
WATER COMMISSION:
WARAC
Commissioner Kubota reported on a March 28 meeting, stating WARAC meets every other month.
Council Member Kulchin and Bob Greaney were also in attendance. There was a discussion about
Escondido losing the law suit against the water softener companies. The Water Authority and water
agencies will join in an appeal from Judge Moon’s decision. Metropolitan Water sells the water to the
Water Authority, which is generally a blend of Colorado River water and state water. Southern California
pays the same for water with more total dissolved solids (TDS) in it than the people getting all northern
California water. A better blend of water is desired. Mr. Greaney commented that Metropolitan has stated
that now southern California is getting 100 percent Colorado water.

Commissioner Melideo left copies of her report with the Commissioners and stated before she left the
meeting that she would report further at the next meeting.

GENERAL MANAGER REPORTS:
Countv Water Authority
Bob Greaney reported on an April 5th Manager’s Meeting, stating there was a presentation on the AG
rate. The farmers are asking for a cheaper potable water rate, since Metropolitan continues to insist that
AG water is surplus water and subject to cuts at any time. The farmers say they should get second class
charges, if this is surplus water. Metropolitan presented a proposed discount for treated water and raw
water for agriculture. The discount would also be passed through to the reclamation program. Agriculture
will be participating in the reclamation program, and the discount by Metropolitan could undermine
Carlsbad’s reclamation program. Carlsbad charges the same for reclaimed water as for potable water.
Mr. Greaney stated he wants to keep this matter under discussion with CWA.
Mr. Greaney stated that on the water supply update, the past winter was the driest in the last 80 years,
but most of the reservoirs are at 95 to 98 percent capacity.
Leucadia Reclamation
Mr. Greaney reported the project to utilize reclaimed water for the south course of La Costa is just a
month away from completion.

Mr. Greaney invited the Commissioners to stay after the meeting to view this film.
APPROVAL OF MINUTES:
ACTION: On motion by Commissioner Kubota, the Minutes of the Regular Meeting held
March 23, 1994, were approved as presented.
