HomeMy WebLinkAbout1994-06-22; Ad Hoc - Water Commission; MinutesMINUTES MEmNG OF: WATER COMMISSION ' DATE OF MEETING: June 22,1994 (Regular Meeting) TIME OF MEETING: 2:OO p.m. PLACE OF ME€llNG: 5950 El Camino Real CALL TO ORDER: Vice Chairperson Melideo called the Meeting to order at 2:OO p.m. ROLL CALL: Present: Absent: Commissioner Louis. Commissioners Melideo, Henley, Kubota and Maerkle COMMENTS FROM THE AUDIENCE: There were no requests to address the Commission on a non-agenda item. OLD BUSINESS: 1. Review of Workshop Minutes Bob Greaney stated that there are not Minutes per se; just a listing of the topics discussed at the Workshop, for the Commissioners to review, and to set a time for the next Workshop. The intent is to devise a mission statement and strategic plan showing the goals and objectives of the District. Following a discussion, the Commission set a Workshop for July 13, 1994, at 11:OO a.m., at the District Offices. WATER COMMISSION REPORTS: Disposition of Member Aaencv StoraQe Pool Commissioner Maerkle stated that in 1983, the District put water into storage and paid for it as a type of insurance policy. There was 1,500 acre feet of water to be put into storage and credit was to be earned from that storage. Mr. Maerkle inquired whether there was still some credit due on that water. Bob Greaney stated that the credit had been calculated over the years, starting before 1983, and there is still some water in the pool, and that is scheduled to become part of the Water Authority's overall storage. June 22, 1994 WATER COMMISSION Page 2 Water SUDD~V (Reservoir) Commissioner Maerkle stated that the past winter was a poor winter as far as moisture, and that actually we are not out of being short of water, and with the local storage as it is, we should alert people in Carlsbad that they can’t waste water. This is important because of the storage problem. Mr. Greaney stated that some people say we are still in a drought, and he agrees. It is possible that we are in a ten-year drought and last year was a wet year, but we are still into the drought. Commissioner Maerkle stated that the Delta is holding water and the water doesn’t come down from up north. Mr. Greaney stated that the Department of Water Resources has issued a ‘drought watch”, but he cannot get a definition for that and does not know just what they mean. He said it is possible that they are protecting themselves from the criticism they got last year. Commissioner Maerkle stated that as of the last few weeks, the aqueduct through Hemet is only half full ACWA Conference Report Commissioner Maerkle stated he had a cassette tape of speaker from the Sacramento Bee and copies could be made for the other Commissioners. He stated that there is a potential water supply from Alaska, and he showed a booklet published telling of the possibilities and how Alaska would like to sell water to southern California. They have 300 inches of precipitation a year in southern Alaska, with over 400 inches in the southeastern area. Commissioner Maerkle stated the ACWA fall conference will be held at Monterey, November 30, December 1 and 2. Commissioner Melideo will attend that Conference as a representative of the District. Commissioner Maerkle stated he won a trip to the fall Conference at this Conference. Southern California Urban Water Conference Commissioner Melideo stated this report was given at the April 27, 1994, Commission meeting. Commissioner Kubota reported that although Council Member Kulchin, Bob Greaney and he were all present at the WARAC meeting, they were not listed as present. He stated there is a proposed change in the contract procedure for reclaimed water users. This would make the contract optional on the part of the purchaser, with no need for a firm contract. Also, there are no signed contracts as yet with agricultural users, but the District can plan ahead and apply for a loan. The contracts are mandatory as far as the Carlsbad District is concerned, so this procedure does not affect Carlsbad. It does affect those agencies who don’t have signed contracts at this time. Commissioner Kubota requested that copies be made of this report and distributed to the Commissioners for their information. He said that in some places the reclaimed water is inferior and salt has to be leached out. The customers ask why, if they are getting inferior water, are they required to pay the same rate as for potable water. June 22, 1994 WATER COMMISSION Page 3 Presidents & Manaqers Meetinq Commissioner Maerkle reported that literature was available on the ratings for bond issues. He stated that a portion of the 27 inch pipe removed should be put out in front of the Water District office indicating this was the pipe that brought water in to Carlsbad originally. GENERAL MANAGER REPORTS: Update on Capital Proiects Mr. Greaney stated there is not too much going on right now. The bids on the 8.5 million gallon reservoir were received and a problem arose with the second bidder, Trusco Tank, Inc., who was threatening to protest the bids. At the June 14, 1994, Board of Directors’ meeting, staff recommended rejection of all bids because of a verbal statement made at a pre-bid meeting that was not followed up in writing. The Board of Directors will act on the matter next Tuesday. (The Board awarded the bid to T.C. Construction Company, Inc.) Mr. Greaney stated the manhole rehab project will be starting to line the manholes into the Encina plant that Carlsbad shares with Encinitas and Leucadia. The Meadowlark Treatment Plant will remove the algae from Mahr Reservoir as part of Phase I of Carlsbad’s Water Reclalmation Master Plan. The algae is so bad that the water can’t be used for irrigation. This reservior will provide a more constant flow of reclaimed water. The Palomar Airport Road pipeline is complete, and when the road is completed, that project will be closed out, probably in early October. Commissioner Kubota requested a copy of the CIP for the Water District. In reply to query regarding the Calavera Plant, Mr. Greaney stated they plan to demolish the plant, but can’t do that until the Sanitation Crew is out of there. Commissioner Melideo stated that Leg0 will be coming to Carlsbad, and she asked whether there was any indication of the water they will use. Mr. Greaney replied there is no question on the potable water supply, but are they agreeable to use reclaimed water for landscaping and other uses throughout the proposed park? APPROVAL OF MINUTES: ACTION: On motion by Commissioner Henley, the Minutes of the Regular Meeting held April 27, 1994, were approved as presented. AYES: Melideo, Henley, Kubota and Maerkle ADJOURNMEM: By proper motion, the Regular Meeting of June 22, 1994, was adjourned at 3:Ol p.m., with the next meeting July 13, 1994, to be a Workshop, 11:OO a.m., at the District Offices.
