HomeMy WebLinkAbout1995-09-07; Water Commission Ad Hoc; MinutesMINUTES SPECIAL MEETING OF: WATER COMMISSION DATE OF MEETING: September 7,1995 TIME OF MEETING: 2:OO p.m. PLACE OF MEETING: 5950 El Camino Real CALL TO ORDER: Chairperson Melideo called the Meeting to order at 2:OO p.m. ROLL CALL: Present: Absent: Commissioner H en1 ey Commissioners Melideo, Kubota, Louis and Maerkle PLEDGE OF ALLEGIANCE was led by Commissioner Melideo. COMMENTS FROM THE AUDIENCE: Oakley Parker - Jack Monger - Gary Akin - Member of the Water Rates Working Committee Legislative Consultant for Building Industry Association of San Diego County. San Diego Gas and Electric NEW BUSINESS: Water Rate Working Committee Report and presentation. Jeanne Flack, Administrative Manager gave a report ol the results of the Citizen’s Working Committee. Ms. Flack explained that the committee was made up of 14 members of various water user groups. Their first goal was to educate the committee members to various water needs and to compile a comprehensive rate structure that would be fair and equitable to every user group. The Committee recommended stabilization of revenue, promotion of reclaimed water use by offering a 5% discount to reclaimed water users, a conservation rate for all customer classifications, and flow-based sewer rate for residential customers. September 7, 1995 WATER COMMISSION Page 2 The rate study consultant will incorporate the Committee’s recommendations into the final rate report. This report will be presented to the Water Commission and the Board of Directors and if approved should be implemented in January, 1996. Mr. Parker, a member of the Citizen’s Committee who represented multiple family dwellings discussed briefly the current per dwelling change for multiple family dwellings for sewer connections. The Committee has proposed changing the method of charging multiple family dwellings to a flow basis. Bob Greaney, the General Manager mentioned that the City’s current computer system may not be able to handle this method at this time, but hopes to implement the flow system sometime in the near future. Jack Monger, Legislative Consultant for Building Industry Association of San Diego County was speaking for Mr. Craig Benedetto, who was an observer at the committee meetings. Mr. Monger expressed how pleased he was with the Final Report of the Committee, specifically, the concept of working toward conservation as a goal rather than the alternative of building additional infrastructure which leads to increased water rates. He was strongly in favor giving a 5% rebate to encourage the use of reclaimed water. Mr. Gary Akin of San Diego Gas and Electric, another member of the Water Rate Working Committee, also discussed the benefits of a 5% rebate for reclaimed water users. He believes that a decrease in the price of reclaimed water could be an incentive for SDG&E’s Encina power plant to pursue reclaimed water usage. Commissioner Kubota feels that the reclaimed water users should not be subsidized. The problem is with the issue of the public’s perception of reclaimed water as a secondary choice. The incentive for Aviara, etc. is not a reduction in costs, but an insurance of reliable water during a drought. Commissioner Melideo pointed out that water availability at all times would be the most important issue. Using reclaimed water is adding to the amount of water we have to use. She would like further information regarding the 5% discount. Mr. Greaney brought up the fact that the Water District has in the past assisted reclaimed water users by doing the retrofitting for existing services. The District will no longer do the retrofitting with the 5% discount. Commissioner Louis agreed that we need more incentives for customers to use non- potable water. AYES: Melideo, Kubota, Louis and Maerkle SET NEXT MEETING DATE: Commissioner Melideo stated the next meeting would be September 27, 1995.
