HomeMy WebLinkAbout1995-10-25; Water Commission Ad Hoc; MinutesMINUTES MEETING OF: WATER COMMISSION DATE OF MEETING: TIME OF MEETING: 2:OO p.m. PLACE OF MEETING: October 25, 1995 5950 El Camino Real CALL TO ORDER: Chairperson Melideo called the Meeting to order at 2:OO p.m. ROLL CALL: Present: Commissioners Melideo, Henley, Kubota, Louis and Maerkle Absent: None PLEDGE OF ALLEGIANCE was led by Commissioner Lewis. COMMENTS FROM THE AUDIENCE: None. NEW BUSINESS: CWA and IID Water Transfer MOU General Manager, Robert Greaney gave a report on the Memorandum of Understanding (MOU) executed between San Diego County Water Authority (SDCWA) and the Imperial Irrigation District (IID). Recently these two agencies entered into an agreement that would provide for up to six months of continued negotiations to develop a water transfer agreement to SDCWA from IID for up to 500,000 acre-feet of conserved water per year. They have agreed to negotiate with other parties for the acquisition of a water supply but not in any manner which would interfere with the MOU and the planned transfer agreement. The MOU considers, the amount of water, the term of the agreement, price of water and enforcement mechanism. Metropolitan has also been talking to IID concerning the possibility of a water transfer. Metropolitan’s position was that any water conserved was water that was to remain in the River (Colorado) and, in accordance with the “Law of the River”, the conserved flow would go to the next priority user. In this way MWD was planning to secure water from the River without having to pay directly for it but, at the same time, help IlD pay for capital programs that would conserve water. CMWD staff believes, at this time, that while the water transfer itself is a good idea, it is a mistake for SDCWA to pursue this water transfer. Minutes of Water Commission Meeting October 25, 1995 Page 2 There was some discussion regarding the water quality and possible higher TDS levels. Commissioner Kubota made a motion and Commissioner Maerkle seconded the motion to support staff’s opinion. The General Manager then gave an update on the Emergency Storage Project. The County Water Authority has four alternatives: 1. 2. 3. Expand San Vincente 4. Moosa Canyon plus re-operation of Lake Hodges Olivenhain Storage Project (formerly Mt. Isreal) plus re-operation of Lake Hodges plus an expanded San Vincente Expanded and re-operation of San Vincente Carlsbad would prefer the Olivenhain/Lake Hodges alternate. Any neighbors of Olivenhain would possibly benefit by being closer and having less distance and elevation to pump. OLD BUSINESS: William Plummer, the District Engineer, gave a report on the status of several of the major projects in Carlsbad. Twin D Reservoir, an 8.5 million gallon tank and the conversion of an adjacent existing tank to reclaimed water was completed last week. The new tank has an epoxy coating on the interior. Poinsettia Park Reclaimed Water Pipeline, a 12” pipeline from the Price Club to Poinsettia Park, started construction 10/20/95. All construction activities on Price Club property and Palomar Airport Road are performed at night to reduce traffic impacts. Poinsettia Park Offsite Sewer - the design has started, CMWD issued a Negative Declaration and the comment period ends on November 1, 1995. CMWD will be reimbursed for the $4OO,OOO project by the developers benefiting from the project and the city. Commissioner Kubota brought up the danger of having a deep sewer as part of the design and the safety hazards and questioned the need for a deep sewer to avoid imparting coastal sage scrub. Mr. Plummer said the depth of the sewer was considered for maintenance purposes. The District will use the Vactor for sewer cleaning and this avoids the need to enter deep manholes by personnel. In addition, only thee manholes are deeper than normal. El Camino Real Transmission Main - 24” pipeline/PR station from Chestnut to Tamarack. The contractor has finished ahead of schedule and the line is presently being tested. Minutes of Water Commission Meeting October 25, 1995 Page 3 Maerkle Reservoir Lining and Covering - CMWD is including a polypropylene material for the floating cover, Bids are expected to be around $8 million. North La Costa Sewer Lift Station - The capacity is 2 MGD with a single stage lift of 230’. This project is in a preliminary design stage. Commissioner Kubota questioned pumping this high of TDH and wanted consideration of tunneling to install a gravity sewer. Capacitive Deionization - Process: Water Desalination using carbon aerogel electrodes. This process is currently being studied at the Lawrence Livermore National Laboratory (LLNL). Mr. Plummer explained the process of how the ions are removed from the water. CMWD along with Marley Ozone, Kansas Technology and LLNL are all teaming to construct a pilot plant for this process. CMWD will bring this to the Board on December 5, 1995. There was further discussion of this process and Commissioner Lewis made a motion to support staff on developing this technology, and also explore other possibilities, Commissioner Kubota seconded. APPROVAL OF MINUTES: On motion by Commissioner Melideo, the Minutes of the Regular Meeting held on September 7, 1995, were approved as presented. AYES: Melideo, Kubota, Louis and Maerkle ABSTAINED: Henley (absent from meeting) SET NEXT MEETING DATE: Commissioner Melideo stated the next meeting would be November 8, 1995.
