HomeMy WebLinkAbout1995-12-13; Water Commission Ad Hoc; MinutesMINUTES MEETING OF WATER COMMISSION DATE OF MEETING: TIME OF MEETING: 2:OO p.m. PLACE OF MEETING: 5950 El Camlno Real December 13,1995 (Regular Meeting) CALL TO ORDER: Chairperson Melideo called the Meeting to order at 2:OO p.m. ROLL CALL: Present Absent: None. Commissioners Melideo, Henley, Kubota, Louis and Maerkle PLEDGE OF ALLEGIANCE was led by Chairperson Melideo. COMMENTS FROM THE AUDIENCE: There were no requests to address the Commission. NEW BUSINESS: 121 3-01 Discussion of Sunnycreek Development Plans Bob Greaney introduced the item and distributed copies of his memorandum dated September 26, 1088, addressed to the Engineering and Operations Committee, regarding the Sycamore Creek development relative to the Squires property and his letter dated November 4, 1988, to Jack Kubota regarding the District access road relocation. (Copies of these letters are attached as part of the Minutes) Maps were available showing the area and the proposed relocation of the road. The relocation of the road will then create a pocket of land that the developer has requested the ability to use, lease or purchase for a maintenance facility for the golf course. Mike O'Hara, Sycamore Creek Developer, stated they would replace the entire pipeline and a new water system installed. He said the access to the property would be available to the Water District and would be a paved street and maintained by the homeowners. Mr. O'Hara stated that they would like to purchase the small piece of land created by the relocation of the road in order to use it as a maintenance facility for the golf course. He said they would like to hide the maintenance facility and would pay for all the improvements, including fencing. In response to query regarding whether the golf course would be private, Mr. O'Hara stated it would be a private country club for Carlsbad. The members would control the club and it would not be open to hotel guests, etc. However, membership would be available to anyone wishing to join the club and pay the usual fees. Mr. O'Hara also answered query regarding the homes to be built, stating they will be single family homes and it will be a gated community with a homeowners association. December 13,1995 WATER COMMISSION Page 2 NEW BUSINESS: (Continued) The consensus of the Commission was to have staff continue to negotiate with the developer, with the Water District to have access at all times. The landscaping is to use recycled water and if there are springs on the property, access would be desirable to the Water District. Mr. Greaney stated this was an information item only and no action by the Commission was necessary. Mr. Greaney introduced Clint Phillips, the new Administrative Manager. Mr. Phillips previously worked in the Housing and Redevelopment office. OLD BUSINESS: 121 3-02 Update on Desalination Pilot Plant Proposal Bill Plummer gave a slide presentation on the desalination pilot plant proposal showing the benefits of capacitive deionization with carbon aerogel electrodes combined with ozone; stating this was the same presentation made to the Water Board, and they authorized staff to proceed. The consensus of the Water Commission was to authorize staff to proceed with this proposal. Staff also is requesting authorization to investigate and make recommendations regarding a Memorandum of Understanding for subsequent consideration by the Board of Directors. Mr. Plummer stated he will bring a copy of the MOU to the next Commission meeting. Chairperson Melideo stated that staff does need to look at ways to deposit the waste material that would be created with this system. The Commissioners all requested a copy of the report for perusal. RECESS: Chairperson Melideo declared a recess at 3:lO p.m., and the Water Commission re-convened at 3:20 p.m., with all five Members present. WATER COMMISSION: Presidents and Manaaers Meetinq Commissioner Maerkle reported on a recent meeting and stated there was an interesting discussion with the State Department of Water Resources Director, with reference made to the different water plans for the State of California and the droughts of 1987 and 1993. There was agreement that getting more water from the north will be one of the salvations for southern California. December 13, 1995 WATER COMMISSION Page 3 Commissioner Kubota reported on the meeting of November 27, stating there was a presentation by three individuals with regard to retrofitting of onsite water systems converting to reclaimed water systems. He commented that the north golf course at La Costa was getting reclaimed water from Vallecitis and internally the maintenance people plugged the south system into the north side. He said the Health Department talked about cross-connecting and that control is lost at the meter, allowing cross-connecting to happen. They are telling the public the attention staff and operating people must exercise if we are going to have dual water systems in our community. There is a real need for regulations and regular inspections to make certain the systems are being used properly. Commissioner Kubota requested staff to supply copies of the report he had which was similar to the report Mr. Plummer gave, and all Commissioners concurred with the request. GENERAL MANAGER REPORTS: Emeraencv Storage Bob Greaney stated that an environmental impact statement will be released for review and on February 6 there will be a public meeting at the Senior Center for comments on the EIR. The four alternatives are addressed in the EIR. Imperial lrriqation District Bob Greaney stated that tomorrow the Water Authority is expected to earmark additional monies to hire a consultant to do detailed preliminary engineering work that is required to make a decision on this proposal. There should be a report some time in March whether or not they will go ahead with investigation of water transfer. Mr. Greaney said he feels this should be done through Metropolitan and not with the County Water Authority on their own. The City wants to continue to have the Water Authority investigate water transfer as an alternative source to increase reliability. He said that Los Angeles has the largest number of people on the Metropolitan Board and they are against this water transfer. In reply to query regarding what would happen if Imperial Valley needed extra water, Mr. Greaney said that is an issue that needs to be studied further. Mr. Greaney stated that the San Diego County Water Authority announced the hiring of a new General Manager, Maurine Stapleton, as of January 1996. Mr. Greaney reported that the Water Rate Study Committee is supposed to meet next week with the consultant. A draft copy of their report is available and the committee wants to take comments. A presentation will be made to this Commission when a better draft copy is made. The final report will be brought before the Water Commission and then to the Board of Directors. Mr. Greaney said they want to include the increases in charges from the Water Authority and Metropolitan rather than have to ask for another rate increase. . , -r December 13,1995 WATER COMMISSION Page 4 APPROVAL OF MINUTES: On motion by Commissioner Henley, the Minutes of the Regular Meeting held October 25, 1995, were approved as amended to correct the spelling of Commissioner Louis’ name. AYES: Melideo, Henley, Kubota, Louis and Maerkle SET NEXT MEETING DATE: Mr. Greaney stated the next meeting would be January 10,1996.
