HomeMy WebLinkAbout1996-07-24; Water Commission Ad Hoc; MinutesMINUTES MEETING OF: WATER COMMISSION (Regular Meeting) DATE OF MEETING: July 24, 1996 TIME OF MEETING: 2:OO p.m. PLACE OF MEETING: 5950 El Camino Real CALL TO ORDER: Chairman Kubota called the Meeting to order at 2:OO p.m. ROLL CALL: Present: Commissioners Kubota, Cap, Henley and Maerkle Commissioner Louis arrived at 2:09 p.m. Absent: None. PLEDGE OF ALLEGIANCE was led by General Manager Bob Greaney COMMENTS FROM THE AUDIENCE: There were no requests to address the Commission. NEW BUSINESS: 1. UPDATE ON EMERGENCY STORAGE PROJECT (ESP1 Bob Greaney gave an update on the Emergency Storage Project. 2. UPDATE ON CWA-IID WATER TRANSFER STUDY. Bob Greaney gave an update on the CWA-IID Water Transfer Study. 3. UPDATE ON CMWD CAPITAL PROJECTS. Bill Plummer gave an update on the CMWD Capital Projects. RECESS: Chairman Kubota called a recess at 3:23 p.m., and the Commission re-convened at 3:33 p.m., with all five Members present. July 24, 1996 WATER COMMISSION Page 2 NEW BUSINESS: (Continued) 4. STATUS REPORT ON WATER RESOURCE PLAN Bill Plummer gave an update on the Water Resource Plan. 5. REVIEW OF MET RATE REFINEMENT PROCESS. Bob Greaney gave a review of the MET Rate Refinement Process, as outlined in the report included in the Agenda. Mr. Greaney stated that his concern is that if Metropolitan did re-institute the New Demand Charge at a later date, what basis they would use for that charge. Also, Met will reduce their discount for treated water from $140 to $85 and $115 down to $60. He said they addressed the agriculture water and .the present discount and agreed that would remain substantially the same for five years. Also the connection maintenance charge to agencies would remain at current levels. Mr. Greaney said that the Metropolitan Board approved Phase I of the plan WATER COMMISSION: Presidents and Managers Meeting Commissioner Maerkle gave a brief report, stating that the Manager of the Water Authority was the speaker at the meeting. WARAC Chairman Kubota gave the report, stating that the Sweetwater Authority made a presentation at the meeting on taking high-quality storm runoff water and piping it down to the Sweetwater Reservoir for treatment and back into the upper area for later use. Chairman Kubota stated that in El Centro, the farmers are taking the water out from the aqueduct, and then dirty water from the fields is pumped back into the aqueduct, and that is the water that is pumped over here. APPROVAL OF MINUTES: On motion by Commissioner Henley, the Minutes of the Regular Meeting held May 22, 1996, were approved as presented.
