CALL TO ORDER:
Chairman Kubota called the Meeting to order at 2:05 p.m.
ROLL CALL:
Present: Commissioners Cap, Louis, Maerkle and Kubota
Absent: Henley
PLEDGE OF ALLEGIANCE was led by Wjlliam Plummer, District Engineer
COMMENTS FROM THE AUDIENCE:
There were no requests to address the Commission.
NEW BUSINESS:
Status report on water resources development plan was given by the District Engineer.
The District is trying to reduce its dependency for water. Currently 100% of the water is imported.
Also the object is to find a lower cost and to improve reliability of CMWD’s water supply.
The District has been reviewing historic documents and interviewing other agencies. These studies
will indicate future trends and water needs and estimated costs.
The study will also explore other sources of water that are available, including ground water,
desalting and existing deeded rights to the District.
The Commission adjourned for a recess at 2:30 P.M.
The meeting was readjourned at 2:50 P.M.
OLD BUSINESS:
The General Manager, Robert Greaney gave a brief update on the proposed IID transfer with the
County Water Authority.
The General Manager, Robert Greaney then gave a staff update on MET’S reclaimed water rebate
agreement with CMWD .

CMWD is now in phase one of the Reclaimed Water Master Plan. MWD currently pays CMWD
a $154 per AF rebate for reclaimed water. This agreement phase was designed for a 7 year period.
The First Amendment to MET’S Reclaimed Watre Rebate Agreement includes the rebate being
paid on a sliding scale between $0 to $250 per AF over a 25 year period.
WATER COMMISSION REPORTS:
Presidents & Manager’s Report - Commissioner Maerkle had left the meeting to attend another
meeting, but the minutes from the President & Manager’s meeting were included in the
Commission packet.
WARAC - Kubota
Commissioner Kubota was unable to attend the meeting but stated it concerned the Bureau of
Reconciliation Projects for Southern California which was approved by President Clinton.
APPROVAL OF MINUTES:
On motion by Commissioner Kubota, the Minutes of the Regular Meeting held on September 1 1,
1996 were approved. Also approved were the Minutes of the Regular Meeting held on October 23,
1996.
ADJOURNMENT:
By proper motion, the regular meeting of the December 1 1, 1996 meeting was adjourned at 350
P.M.
