PLACE OF MEETING: WATER COMMISSION (Regular Meeting) 5950 El Camino Real, Carlsbad, CA CALL TO ORDER: Chairman Maerkle called the Meeting to order at 2:OO p.m. ROLL CALL: Present: Commissioners Cap, Louis, Maerkle, and Kubota Absent: Commissioner Henley PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Cap. COMMENTS FROM THE AUDIENCE: There were no requests to address the Commission. NEW BUSINESS: Agenda Bill No. 0423-97 General Manager, Bob Greaney, made a presentation regarding the distribution on the funds received fi-om Metropolitan Water District/San Diego County Water Authority. The following four options were presented: 1. Credit accounts proportionately between the different classifications of customers, for example residential, agricultural, commercial, etc. This would be handled as a flat rate shown as a credit on each customer account. 2. Deposit the money into the capital replacement fund to offset costs of replacement projects. 3. Deposit into a rate stabilization hd to offset future water rate increases. 4. Lower water commodity charge for a period of 3 to 4 months to all customers. Commissioner Kubota suggested possibly applying the refund to the ready-to-serve charge rather than the commodity charge. ACTION: The Commission decided to wait for further information concerning Rate Water Commission on Tuesday, May 13, 1997. ’ Stabilization before taking any action. There will be a Special Meeting of the April 23,1997 Water Commission Page 2 OLD BUSINESS: General Manager, Robert Greaney, gave an update County Water Coalition. In December, a group of North County Representatives of the San Diego County Water Authority Board of Directors walked out of a meeting when a weighted vote was called for in the election of officers. These agencies have formed a group called the County Water Coalition. The main concern of this group is the weighted vote. COMMISSION REPORTS: Water Agencies Association of San Diego County - Commissioner Maerkle gave a report on the quarterly meeting at which Kathleen Springer, the Project Manager, Paleontologic Resources for San Bernadino County, Community & Cultural Resources, Museums Division at the Eastside Reservoir gave a presentation. This reservoir site has recovered nearly 2,000 fossils. The only other site to compare with the abundance of fossils has been La Brea Tar Pits in Los Angeles. WARAC - Commissioner Kubota said there has been no meeting since his previous report at the last report. SET NEXT MEETING DATE: The next meeting was set to be a Special Meeting of the Water Commission on May 13, 1997 at 2:OO P.M. APPROVAL OF MINUTES: Commissioner Kubota made a motion to approve the minutes, the motion was seconded by Commissioner Cap.
