HomeMy WebLinkAbout1970-01-27; Water Committee Ad Hoc; MinutesMINUTES OF: WATER COMMITTEE MEETING DATE OF MEETING: January 27, 1970 PLACE OF MEETING: City Manager's Conference Room PRESENT: Bob Watson, Glenn McComas, Bill Esterline, Don Hickethier, Charles Martin, Hunter Cook, Knox Williams, Bob Neely, Dick Sprehe, Thelma Sowell ABSENT: W. D. Cannon, Win Friday 1. Minutes of the meeting of January 13, 1970 were approved as written. 2. Fire Standby Charges - The three Committee members appointed at the last meeting met together to further discuss the matter of fire standby charges. A written report was prepared by these appointed members, Messrs. Watson, Esterline and Friday, recommending to the Committee that a $5.00 per month charge to sprinkler system customers will cover the cost of the "Ready to Serve" charges regardless of the size of the service pipe. It was also recommended that customers shall be charged for any maintenance or repairs to their system from the main to the shut-off valve. If the customer's system does not have a meter bypass, one will be installed by the owner. All water used through a sprinkler system shall be charged directly to the owner on the estimate of the Water or Fire Department. Mr. Esterline explained that the reduction of the fire standby charges would result in approximately $3,000.00 loss per year. However, this loss can be absorbed within the current budget. It was motioned that the recommendations made above be approved and sent to the Council for action. This motion was seconded and approved by the Committee. 3. Monroe Street property - Mr. Watson questioned what action the Council has taken in regard to selling this property. Mr. Martin stated this matter was offered for sale by the Council. Mr. Watson asked Mr. Martin if he would follow up on this matter with the City Attorney. Mr. Martin agreed. 4. Review of Water Department financial statement - Thelma Sowell, Finance Director, was present to give the Committee an overall view of the Water Department's financial status. A "Statement of Revenues and Expenditures" from July to November, 1969, was distributed to the members of the Committee and explained. Mr. Watson stated this is an information session to acquaint the Committee with the financial standing, bonding structure, etc. It was reported that the Water Department monetarily is - 2 - going along as it should be. Mr. Watson requested a statement of funding to date, etc. which would be helpful to the Committee, Mr. Martin brought up the matter of the bond money for projects on Pio Pico. He stated the sale of bonds is restricted to six percent interest on the bonds. It is subject to the conditions of the bond sale itself. Mr. Watson questioned if it is permissible to put bond money into savings and loan. Mr. Martin replyed it was not permitted but the money could be put in savings bonds, government, etc. Thelma Sowell reported the Water Department reserve funds are up to capacity. After much discussion on the matter of the Water Department financial status, Mr. Watson requested Thelma Sowell to refer any Water Department items of interest to this Committee.
