DATE OF MEETING: February 10, 1970 - 4:00 P.M.
PLACE OF MEETING: City Manager's Conference Room
PRESENT: Bob Watson, Bill Esterline, Win Friday, Charles Martin,
Thelma Sowell, Bob Neely, Hunter Cook, Don Hickethier
ABSENT: W. D. Cannon, Carl Prince, Glenn McComas , Knox Williams
Mrs. Sowell distributed a statistical report of the water system.
The report was reviewed and explained.
Mrs. Sowell stated that in as much as the water rates are being
increased by the District $4 a year for three years, the City should
check into the matter of establishing an ordinance for raising the
water rates at regular intervals.
Mr. Watson suggested that information be made available to the
public explaining the operation of the Water Department as a separate
entity. Mrs. Sowell stated such information was made available to
the public about a year ago with little response.
Mrs. Sowell reported that the City Council has approved lowering
the rate on ready to serve minimum charges for the balance of this
fiscal year. This decrease will result in approximately a $43,000
loss. The 30% rate increase which affected the 5/8 and 3/4 meters
resulted in a 60% rate increase due to increased minimum ready to
serve charges and water volume charges. This resulted from this
Committee's recommendation that all rates within the rate structure
would be increased 30%. Before this time, the meter rates had not
been raised in three years. This three year gap is what the rate
increase had been based on.
Mrs. Sowell stated the 30% rate increase would just about pay
for the bonds. Mr. Priday stated that the bond attorney had suggested
a 40% rate increase several years ago.
Mr. Watson questioned how the Water Department is doing according
to the budget on maintenance and repair. Mrs. Sowell stated the Water
Department is in good condition as far as the operation is concerned.
This does not include payment to Engineering Science.
After much discussion on this matter Mr. Watson stated it would
be interesting for someone to be able to take the Water Department
financial position and analyize it as to where bond money is suppose^
to go. Mrs. Sowell stated the bond indenture states where such money
is to go .
