DATE OF MEETING: January 12, 1971

Present: Bob Watson, Knox Williams, Glenn McComas, Bill Ester-
line, Bert Stalker, Win Friday, jack Arnold, Bob Neely,
Thelma Sowell, Joe Spano, Stu Wilson
Absent: Bill Cannon
1. The minutes of the December 8, 1970 meeting were approved
as written.
2. Submittal of W.S.I. Plans and Specifications to HUD
Mr. Spano informed the Committee that the Engineering De-
partment is presently reviewing the plans and it is anti-
cipated that plans and specifications will be submitted to
HUD by February 1, 1971.
Mr. Watson was concerned about the amount of review time
being spent by Carlsbad Engineering Department. Since the
Water Committee had selected the engineering firm and
negotiated the contract, he wondered if Engineering Science
was performing satisfactorily or if the contract covered
all facets of the design.
He requested that the City Engineer report to the Committee
on the following items:
1. Adequacy of contract
2. Additional payments to contractor
3. Amount paid to contractor to date
3. Right of Way Acquisitions - W.S.I.
Mr. Spano informed the Committee that negotiations were still
in progress. The Ellery Reservoir site required condemnation
and this information had been transmitted to the City
Attorney. Negotiations on the other two reservoir sites
are still in progress and condemnation has not yet been
resorted to on these sites.
4. Cash Flow and Rate Study
This item was continued to a future meeting.
5. Water Billing
Thelma Sowell presented her report on the feasibility of
billing bi-monthly and concluded it was not feasible.
Considerable discussion ensued with no action being taken
on this matter.
6. C.M.W.D. - City of Carlsbad Service Areas
Stu Wilson presented a response from the firm of Glenn,
Wright, Jacobs and Schell, concerning the City's rights
to serve water in newly annexed areas. After much dis-
cussion of the report, it was decided that the Committee
should pursue this matter further only at the request of
the City Council.
7. The next meeting is scheduled for February 9, 1971, at
4:00 p.m., in the City Manager's Conference Room.
