1. The minutes of January 12, 1971 were approved as written.
2. Status of Water Systems Improvement Plans
Mr. Deussen indicated that the plans would be ready by March 15,
with the exception of the Ellery Reservoir site. If changes
are required as a result of negotiations for the Ellery site,
completion of plans will be delayed approximately 4 to 6 weeks.
The scope of the plans was reviewed by the City Engineer.
Several lines originally planned for construction which do not
have a direct effect on the immediate operation of the water
system have been deleted from the plans. It is not practical
to build these lines at this time due to the extreme grading
which would be required and the fact that the lines should be
located in future streets, the alignment of which cannot be
pinpointed at this time. These lines include: (1) Hillside
Drive west of Clearview, (2) Marron Road and Jefferson Street,
and (3) Elm Avenue east of reservoir.
The Forest Avenue-Monroe Street line through Hosp Grove has
been deleted and replaced by a line running along the easterly
boundary of Hosp Grove, down the slope bench above May Company,
and along Marron Road to El Camino Real. This was necessary to
coordinate water line construction with the construction of
Marron Road west of Plaza Camino Real.
3. Right-of-Way Acquisitions
All property owners with the exception of the upper lagoon
crossing, the southerly portion of the Elm Avenue. Reservoir
site, the Ellery Reservoir site and the extension between the
Group Ten property and Plaza Camino Real, have agreed to dedi-
cate easements and reservoir sites gratis or at the appraised
value. Negotiations are continuing on all properties with the
exception of the upper lagoon crossing, which will be deleted
from the project.
Payment to Engineering Science
Mr. Deussen indicated that Engineering Science has been paid
for all work completed and billed and that additional work
not contemplated under the contract will run approximately
$3,000. (This does not include major revisions to the plans
for the Ellery site if required.)
Financial Status of the Water System Operation
Mrs. Sowell presented financial information concerning the
operation of the water system and indicated that it will
probably be necessary to raise the water rates this next year.
