PLACE OF MEETING; City Manager's Conference Room Present: Chairman Bob Watson, Vice Mayor McComas, Bill Cannon, Col. Bowen, Bill Esterline, Bert Stalker, Knox Williams, City Manager Arnold, Hunter Cook., Bob Neely, Jerry Pieti, and Thelma Sowell Chairman Watson opened the meeting at 4:10 p.m. Motion (Bowen-McComas) was made to approve minutes of informal meet- ing of February 22, 1972; also CStalker-McComas) minutes of January 11, 1972 regular meeting. Motions were unanimously carried. Election of Officers Discussion pursued relative to election format. It was agreed that the City Manager will formulate guidelines for election, similar to those designed for the Planning as well as the Parks and Recreation Commissions, to be approved by minute motion of the City Council. Mr. Watson will conclude his chairmanship term at the close of the present fiscal year (June 30, 1972). Preliminary Water Rate Study Jerry Pieti explained in detail his method of preparing the Water Rate Study, and a general question and answer period followed. Mem- bers of the committee requested that the following information be in- cluded in the study --. 1. Recompute ready-to-serve charge to include a given amount of water. 2. Compare water rates of Carlsbad with surrounding communities. 3. Projections on CMWD and Metropolitan Water District costs for the next five years. 4. Include cost of new equipment, capital expenditures, and cost of upgrading equipment for the next five years. Councilman McComas thought the City Council would like a firm recom- mendation from the Water Committee re flat ready-to-serve charge vs. ready-to-serve plus minimum water usage. City staff will present the final "draft" to the committee for action at their April 11 meet- ing. The committee's recommendation will then be presented to the City Council at their April 25 meeting. Prior to the next Water Committee meeting CApril 11), which will be scheduled for 3;00 p.m. rather than 4;OQ p.m., members, will submit Water Committee Minutes - 2 * March 14, 1972 ideas and suggestions on the Preliminary Water Rate Study to either Jerry Pieti or Helen Lindsley.
