HomeMy WebLinkAbout1972-04-11; Water Committee Ad Hoc; MinutesMINUTES OF: DATE OF MEETING; PLACE OF MEETING Water Committee Meetina Tuesday, April H> 1972 - 3:00 City Manager's Conference Roo.ro Present: Chairman Bob Watson, Vice Mayor McCoroas, Bill Cannon, Col Bowen, Bi.11 Esterline., Bert Stalker, City Manager Arnold, Jerry Piett, Thelroa Sowell, and Hunter Cook Absent: Knox Williams Chairman opened the meeting at 3:10 p.m. (Mr. Cook arrived at 4:00 p.m.) Motion (Esterline-Cannon) was made to approve minutes of March 14, 1972 meeting, and it was unanimously carried. Election Format The election format was not presented inasmuch as there are no existing records pertaining to composition, membership, terms, or functions of the committee. After some discussion, Mr. Esterline suggested City staff submit a format at the next meeting containing the following points — 1. Length of term 2. Number of officers 3. Terms of service for present committee members 4. Terms of service for officers and whether they will be over- lapping 5. General statement re committee purpose 6. Shall committee function under Robert's Rules of Order? Mr. Esterline also stated that the committee's function is to provide the City Council with information and recommendations regarding the total water system in the City and CMWD's effect on it. Question arose pertaining to the number of members to serve on the com- mittee. Motion (McComas-Cannon) was made to retain a seven-member com- mittee. Discussion pursued and Mr. McComas withdrew his motion with consent of Mr. Cannon. The matter will be resolved at the next meet- ing. Continuation of Preliminary Water Rate Study emental report (4-6-72) to the Several committee members Mr.Pieti explained in detailthe supp Preliminary water Rate Study (3-10-72). ~~,~,~. _v _ suggested that we educate the public regarding ready-to-serve charges and include maintenance and operation costs in the charges. Citizens who purchased well water when water was one-half or one-third of to- days ' s cost will not understand current prices or increases, nor do they realize the capital investment involved in bringing water to the consumer. Mr. Stalker moved that we accept recommendations on Page 7 of the Pre- liminary Water Rate Study. After a little discussion, the motion was withdrawn. Water Committee Minutes - 2 - April 11, 1972 Mr. Ester! ine moved that the committee adopt the principle that new ready-to-serve charges be exclusive of any water. Mr, McComas sec- onded the motion. Mr. Esterline .mentioned that public education could be accomplished with a flyer enclosed with water statements. After a discussion period, Col. Bowen moved that Mr. Esterline's mo- tion be tabled. Mr. Stalker seconded the motion and it was unani- mously carried. Mr. Pieti continued explaining Sections III, IV and V of his report. He noted that the figures in his report were conservative. Mr. Arnold stated the Water Department is using considerable obsolete equipment. Mr. Stalker questioned whether some kind of expansion figure could be worked out on equipment and Mr. Pieti remarked that we could project the cost. Mr. Esterline felt that there are three things to be con- cerned about -•- 1. Maintenance costs over the next five years 2. Current equipment used in the Water Department and acquisition of additional equipment. 3. Capital improvements (extending or expanding water system) These should be identified and cost of same incorporated into report. Mr. Stalker moved that, prior to next meeting, staff consider capital equipment outlays that are going to be necessary, together with re- evaluating these depreciation costs and reflecting the increased water costs in the figures on Page 7 of the Preliminary Water Rate Study dated March 10, 1972. Mr. Esterline seconded the motion and it was unanimously carried. Chairman questioned whether Mr. Pieti included the cost of living in- crease in the operation and maintenance costs, and Mr. Pieti replied that 5% was included. The committee desires a 5% random sampling of the total number of ac- counts in the Water Department to determine water usage, and this is to be used as a basis for recommending water rates. Delay in comput- ing this additional data was due to non-availability of the programmer. Progress report on the water construction project was given by Mr. Cook. The unfounded allegations by Ernest Adler created some hin- drance and HUD delayed payment of our grant money request until the matter could be analyzed by their local office. Funds have been re- leased and we anticipate receipt by the end of this week. All City funds have been expended and currently we are ready to pay HDD's por- tion. Water lines should be completed in June, and the tanks sometime this summer. HUD's representative rs due tomorrow and it appears that they will approve the funds expended by the Division of Highways. They may reimburse us for funds expended by City crews for emergency line installation but this is far from a sure thing. DI'S' cussion followed regarding CMWD' s report of the jneettng which didn't happen.
