PRESENT: CHAIRMAN BOB WATSON, COL. A. c. BOWEN, BILL CANNON,
BERT STALKER, HUNTER COOK, THELMA SOWELL, JERRY PIETI,

ABSENT: BILL ESTERLINE, GLENN MC COMAS, KNOX WILLIAMS, JACK
ARNOLD, CITY MANAGER
MEETING WAS CALLED TO.ORDER BY CHAIRMAN BOB WATSON AT 4:00 PM.
THE MINUTES FOR THE JUNE 13,1972 MEETING WERE APPROVED BY THE
PROPER VOICE VOTES.
I. CONSIDERATION OF FISCAL YEAR 1972-73 WATER BUDGET AND
WATER RATES
WATER IMPROVEMENT PROJECT
HUNTER COOK' PRESENTED A REVISED BUDGET OF CAPITAL IMPROVEMENT
ITEMS, DISCUSSED THE WATER IMPROVEMENT PROJECT AND CLARIFIED
TWO WAYS IN WHICH IMPROVEMENTS COULD BE SUBSIDIZED:
1. IMPROVEMENTS SUBSIDIZED BY H.U.D.
2. IMPROVEMENTS SUBSIDIZED BY SUBDIVIDERS.
WATER RATE STUDY
THELMA SOWELL ANSWERED QUESTIONS ABOUT THE BUDGET.
JERRY PIETI EXPLAINED HIS SUMMARY REPRESENTING GUIDANCE IN
REGARDS TO WATER BUDGET GIVEN HIM:
1. WATER USAGE RATES COULD BE INCREASED AS FOLLOWS:
A. RESIDENTIAL USAGE PER UNIT. -33*

2. INCREASE COULD ALSO BE MET BY RAISING THE READY-
TO-SERVE CHARGE AS FOLLOWS:
A. 5/8" METER $3.50 (PER MONTH)
B. 3/4" METER $4.25 (PER MONTH)
JERRY PIETI INDICATED THAT IN ORDER TO MEET THE COSTS OF THE
COMING YEAR, WHICH HE ESTIMATES WILL INCREASE 5%, THE INCREASES
AS OUTLINED ARE NECESSARY.
HUNTER COOK EXPLAINED' THAT SPECIFIED WATER LINES ARE NEEDING
ATTENTION THIS YEAR.
BOB NEELY ASKED THAT ITEM 4 BE OMITTED FROM THE BUDGET PRESENTED
BY MR. COOK, AS IT IS DUPLICATED IN ITEM 11.
BILL CANNON SUGGESTED THAT READY-TO-SERVE CHARGES BE RAISED ABOVE
THE RECOMMENDED $3.50.
AFTER DISCUSSION OF IMPROVEMENTS AND WATER QUALITY IN SAN LUIS
REY, BOB WATSON MADE A MOTION THAT "A PORTION OF FUTURE MONIES
BE PUT TO USE FOR SAN LUIS REY VALLEY."
MR:... CANNON MOVED TO INCREASE ACCOUNT fl.5042 TO $15,000 WHICH
WOULD INCLUDE $5,000 FOR CITY PARTICIPATION IN SAN LUIS REY
WATERSHED PLANNING AGENCY.
THE MOTION WAS SECONDED BY BERT STALKER.
COL. BOWEN ABSTAINED. HE MADE AN ADDITION TO THE RECOMMENDATION
AS FOLLOWS:
WHEN SALES TAXES ARE RECEIVED FROM THE AUTO CENTER,
PART OF THESE TAXES SHOULD BE USED TO REIMBURSE THE

WATER FUND FOR LINES INSTALLED FOR THE AUTO CENTER
AS PROJECTED IN THIS BUDGET.
BILL CANNON SECONDED THE MOTION AND IT WAS CARRIED UNANIMOUSLY.
BERT STALKER MADE A MOTION TO RECOMMEND TO THE COUNCIL THAT:
1. THE READY-TO-SERVE RATES BE INCREASED 10% OVER MR.
PIETI'S PRESENTATION;
MR. PIETI PRESENTATION WITH ADDITIONAL 10%

2. UNIT CHARGES FOR ALL RESIDENTIAL UNITS WOULD BE
38$ AND FOR COMMERCIAL AND AGRICULTURAL WOULD BE 38$
FOR LESS THAN 200 UNITS AND 23$ FOR 200 UNITS OR MORE.
HE FURTHER STATED THAT THE. WATER BUDGET INCLUDING THE
REVISIONS TO CAPITAL OUTLAY AND CAPITAL IMPROVEMENTS AS
RECOMMENDED BY THE PUBLIC WORKS DIRECTOR, SHOULD BE
ADOPTED AS AMENDED BY THE WATER COMMITTEE. THE MOTION
WAS CARRIED UNANIMOUSLY.
BILL CANNON WISHED TO THANK JERRY PIETI PUBLICLY AND COMMEND HIM
FOR HIS WORK ON THE WATER PROJECT.
II. REQUEST FOR VACATION OF EASEMENT - HANKE PROPERTY
HUNTER COOK SUBMITTED A REQUEST TO ABANDON THE EASEMENT WHICH WAS
IDENTIFIED AS THE SECOND LOT NEAR THE CORNER OF JEFFERSON -STREET
AND ARBUCKLY.
MOTION BY COL. BOWEN WAS SECONDED BY BERT STALKER AND CARRIED BY

UNANIMOUS VOTE.
CHAIRMAN BOB WATSON SUBMITTED BERT STALKER'S RESIGNATION TO THE
WATER COMMITTEE. THE COMMITTEE THANKED BERT FOR HIS DEVOTED
SERVICE.
MEETING WAS ADJOURNED AT 5:55 PM.
