Bowen, Bill Cannon, Bill Esterline, Huston Tucker Tim Flanagan, The 1ma Sowe 11 Char 1es G i bb Betty Duran The meeting was called to order by A.C. Bowen, Acting Chariman, at k:\S PM. A motion (Cannon-Tucker) was carried approving the minutes of the last meeting. The committee was provided with the staff prepared revised water rate comparison chart that included taxes for water system by the entities under comparison. This concluded the present water rate d i scuss i ons. The conclusion was that the current water rates are sufficient to sustain the enterprises' obligations and have produced only minimal complaints from citizens. The Committee was provided with staff background information on current water rights problems. The Committee, after much discussion on pros and cons of use of water in the San Luis Rey basin, concluded that the City would not benefit from a limited use of the water because the State would thereafter approve a permit based on this limited use. The Committee agreed that, since the City has provided the State Board with all the necessary information to support the petition for renewal of the water permit, the committee would not make any recommendations until the State Board has acted on the City's request. The Financial Director, Thelma Sowell, provided the committee with the current financial statement (see attached copy). She was happy to report that the water enterprise has a net income for this fiscal year. The committee reviewed the financia1.statement. The committee was also provided with a staff prepared graph of the City's water purchases,, The graph appears to indicate that the purchases of water is close to the assumptions for water purchases which the revised water budget was predicated upon. A copy of the CMWD Citizen Report on One Entity Operation was mailed to all committee members. The Acting Chairman, Mr. A.C. Bowen, stated that he analyzed the report in detail and found several discrepancies that would question the validity of the published savings of $38,000 reported by the CMWD committee. The Financial Director, Thelma Sowell, stated that she had reviewed the report and also found discrepancies in the figures on the report. The staff had no recommendations for sale of additional water property at this time. The next meeting of this committee will be held on January 8, 1974 at 4:00 PM.
