Present: W. D. Cannon, W. C. Esterline, James P. O'Toole,
Robert L. Watson, Glenn McComas, Wm. Atkinson,
C. E. Martin, Joe Spano
Absent: ' Knox Williams
Meeting was called to order at 4:08 p.m.
Mr. O'Toole stated that the first item to be discussed is the
Mission Avenue sump. An offer has been made to the City for
$50,000 with 'the idea that the buyer relocate the water sump
at Foussat Road. The Water Committee had previously recom-
mended that the City sell the property. The question is, if
we do sell and relocate sump, what happens when the Mission
Avenue is realigned. Will we have to spend City funds to
relocate the sump.
The total parcel consists of 2 3/4 acres and the buyer wanted
this parcel which would adjoin his property (R-A zone);
however, City would retain 3/4 acre in the southwest corner.
The question before the Committee was, is it worthwhile to
sell it for the assumed high bid of $50,000 and have to
relocate sometime later.
Mr. Spano explained the proposed realignment of Foussat Road,
Mission Avenue and Freeway interchange to the Committee. It
was stated that there are also two wells on the property along
with the wells on the North side of Mission Avenue.
Mr. Esterline read an article from the Water System Engineering
Study, Chapter 1, Page 1 regarding Carlsbad well water at
San Luis Rey, etc. He stated that the water sump at Foussat
Road is considered to be an emergency supply and seems logical
to hold onto the system we have there.
Is it logical to sell part of the property and still retain
enough property to hold and maintain system there? Mr. Watson
suggested selling surface and installing pumps underground.
Mr. Cannon stated that there is a need for the surface also.

Mr. Esterline suggested that the City sell the property but
keep all water rights to land. Mr. Spano stated that if
water rights were kept, we can go in and pump water but
need to have surface access areas for pumps.
Another question brought up was if we could relocate pumps
and sump on other acres that are City owned if we did sell
this property. Mr. McComas stated that this location was
selected for sump and elevation is needed for pumps.
Mr. Atkinson stated the sump could be shifted as long as
elevation is .maintained.
Mr. Esterline stated what Mr. Cannon stated at a previous
meeting that if only two acres were purchased, it would not
be of much use to anyone, since the pumping station may
have to be relocated and expanded.
Mr. Spano stated that if the State does come through with
a road, they would pay for the relocation.
Mr. Atkinson stated that if plans go through, the property
to hold onto would be the southeast section because the
two on the North side will be most valuable pieces of land
for the City.
Mr. Cannon stated that the City would be making a mistake
to sell the property because we are now using more than
our allotment of water in Carlsbad. In future years with
more people, it would be necessary to clean up sewage water
for use so this water is very important that we have here.
Mr. Martin stated that there were other considerations at
the time that this offer was made and at that time there
was no assurance that the bond issue would pass. The
question was, could we use the money to better the system
or be required to put it in reserve account. The cash
position of the Water Department is good and is backed up
by the bond issue approval. There is sufficient funds to
put roofs on reservoirs without selling property.
It was suggested that we wait until we hear from a consulting
engineer regarding the situation.

Mr. McComas mentioned going through and looking at this to
see if we can grant leases for use on the property but hold
ground and water rights. Mr. O'Toole stated that the land
will become more valuable in the future. Mr. Watson stated
that we should get professional facts on what is needed and
if equipment could be installed underground. Mr. Spano
stated that we will have to get to the equipment for
servicing and relocation could be costly.
Mr. Cannon made the motion to retain the property. Mr. Atkinson
seconded the .motion. The vote on the motion that the Committee
recommend this property be retained until such time as the
engineering design of the new water system is complete and
for a chance to restudy the requirements for that particular
parcel was unanimous.
