PLACE OF MEETING: City Manager's Conference Room
Present: James P. O'Toole, Glenn McComas, C. E. Martin,
W. C. Esterline, Robert L. Watson, Wm. Atkinson,
Knox Williams, Thelma Sowell
Absent: W. D. Cannon
The meeting was called to discuss the water systems improvement
project. Mr. O'Toole presented an application form used by the
Air Force in helping to chose a firm for a design project. It
was suggested that we ask the firms interested in this project
to fill out a similar form. The Air Force form could be a
guide in making a form for use on the water project.

engineering firms interested in the project and he is wel..!^ '
acquainted with several of the firms that wish to be eon-sidered
for the job. Mr. Atkinson stated that it should be a. very
accessible firm whom we can contact anytime.
Mr. O'Toole stated that when the brochures and information are
received from the firms this week, a special meeting should be
called to rate each firm. It was decided that a meeting will
be held next Monday, December 9, for this purpose. At that
meeting the Committee should eliminate all but about three of
the applicants.
Mr. Watson stated that after the firm has established a good
rating, they should provide detailed information on the person
to be the field engineer. There should be a qualified engineer
on the job at all times who has had recent experience and a
good background in this field. Also, it is important to know
the workload of the firm at the present time to give an idea
of the amount of time that can be allotted to this project.
Mr. Esterline asked if the Committee is to do the interviewing.
Mr. O'Toole commented that they were expected to do the inter-
viewing.
Mrn Esterline questioned if it would be feasible to have a
qualified engineer set in on the Committee meeting to ask
the firms specific and necessary questions. Mr. Watson stated
that perhaps Mr. Lill and Mr. Kubota could be at the next
meeting for this purpose.

Mr. Martin stated that a good person is needed on the staff
and also a good resident engineer is needed on the job every
day during the course of the design and construction. He
also stated that he would like Mr. Lill to approve the design,
on which this proposal is to be based, for the engineering
firm's plan.
Discussion was made on the Water Systems Engineering Study
and possible outdated sections in the contents. Mr. O'Toole
stated that the Study is merely reference material for use
by the engineer.
Mr. Atkinson mentioned that we are charged with making a
recommendation for the Council and asked if the Council will
handle the matter from that point or will the negotiation be
part of the recommendation. Mr. O'Toole stated that the
recommendation will most likely be referred back to us for
further action.
One point that was brought up was the matter of participating
firms interested in this project. It was agreed after much
discussion that there would be a conflict of interest if
Mr. Lill's firm were considered as an applicant. Mr. Williams
made the motion that, even though Mr. Lill is highly qualified
and has a fine standing in this field, it is thought to be in
the best public interest of the citizens of Carlsbad that his
firm not be considered as an applicant for this job. The
motion was seconded by Mr. Esterline and the vote as unanimous,
Mr. Martin was asked to convey the Committee's decision to
Mr. Lill as soon as possible until the next Committee meeting
which Mr. Lill will be asked to attend to enable the Committee
to express its decision to him.
The matter of available funds was brought up and it was stated
that approximately $200,000 was available in the Water Depart-
ment fund.
