The meeting was called to discuss further the rating of the
engineering firms interested in the water system project.
After discussion, Mr. O'Toole stated the Committee's recom-
mendation that Mr. Wayne Lill be appointed the project engineer
representing the City of Carlsbad in connection with the
engineering study of the rehabilitation of the water supply
system.
The Committee recommends that Mr. Lill review the submissions
by various engineering firms and rate one against the other
to determine the priority of the consideration for the award
of a contract for the engineering design of the water system.
The Committee is submitting to Mr. Lill a proposed rating form
which, if adequate, he should use for the purpose of determining
the most qualified engineers.
It is further recommended that Mr. Lill submit to the Committee
his rating priorities along with the engineering firms '
brochures no later than Friday, December 13, 1968.
Mr. Watson stated his concern as to the individual the chosen
firm will assign as their project engineer on the job and
believes this should be an important key in selecting one of
the firms.
After discussion it was agreed that a meeting should be held
with Mr. Lill to discuss his rating. A tentative meeting has
been scheduled for 4:00 Friday afternoon, December 13, with
Mr.Lill for this purpose.
Mr. Esterline suggested setting up appointments with the three
firms for interviewing.
It was suggested that 30 minutes would be sufficient time
for interviewing with 15 minutes in between interviews for
Committee discussion. It was agreed that a tentative
meeting be set for Monday, December 16, at 2:00 P.M. for
the purpose of interviewing ratings one through three.
