PRESENT: James O'Toole, C. E. Martin, Knox Williams, Glenn McComas,
W. Friday, Bob Neely, Otto Scheuneman, Kline P. Barney &
two representatives
ABSENT: W. D. Cannon, Wm. Atkinson, Robert Watson, W. Esterline
Mr. Barney distributed copies of his report to each member on
the Committee. He reviewed and explained the report in detail
to the Committee.
It was mentioned that in Paragraph 1, the entire study area
referred to is the same area as the Carlsbad Municipal Water
District.
The population increase was discussed with a large increase
expected in the near future.
Mr. Barney stated that the plan now is to prepare a reservoir
for ultimate capacity. He then distributed a rate scale of
storage requirements and explained the scale.
Our water use now is about 3 million gallons per day as stated
by Mr. Neely. Also, fire protection requires an amount be kept
available.
Mr. Barney stated that all estimates made to date have been based
on ground level storage tanks. Mr. Williams mentioned the use
of gunite for the tanks and Mr. Barney stated such tanks seem to
hold up very well in most cases.
Mr. McComas stated there is a possibility the Committee will be
asked about a recreational area on property not used around the
tanks.
Mr. Barney stated they will make further investigation and stated
that the key item is the site for the tanks.
Mr. Barney stated at the present no substantial change from the
original program can be recommended.
Also, Mr. Barney stated that the Water Department suggested
chlorination of the reservoirs which has been taken under con-
sideration by the firm.

It was suggested to Mr. Barney that a representative be present
at the next meeting on April 14 and Mr. Barney agreed.
The meeting was adjourned at 4:56 P.M.
