It was mentioned that the water bond proposed for the improve-
ment project will cost over $100,000 per year.
A graph was submitted to the Committee reporting the comparison
of costs between the City of Carlsbad and several nearby cities.
This graph is shown with Carlsbad's 30 percent water rate increase,
Mr. Friday and Mr. Neely explained the graph. Mr. Martin further
explained the graph was a work sheet to simplify the meter use
and the various sizes to different dwelling units.
Mr. Friday suggested the graph be submitted to Engineering Science
to be computerized. The computer will project the amount of time
the 30 percent increase will last as a sufficient funding for
water.
The matter was brought up about putting the water system under
one control -to handle all of Carlsbad. An attorney, Mr. Wright,
is working on this matter and is auditing water charges and how
they are developed by the Carlsbad Municipal Water District, etc.
He is also working with our attorney and the Water District on
annexations. It was mentioned that the District furnishes all
the City's water and they also set the water rates.
Respectfully submitted,
Barbara Bishop
