W. C. Atkinson, Robert Watson; also Bob Neely &

ABSENT: Knox Williams, James O'Toole
Mr. Neuson went through and explained the letter in the Engineering
Science report and primarily the second page which confirms the
recommendations.
At times there may be inadequate pressures during high use through-
out the City and the 20 inch main is expected to reach capacity in
1975. The proposed reservoir capacity is not adequate for what
has been proposed and the Engineers have allowed for future
expansion of the reservoirs in the plans.
The Lill-Kubota water report map was used by Engineering Science
to show preliminary changes in the system.
The design details used are for concrete reservoirs at all three
sites.
On page three of the Engineering Science report, Mr. Neuson
stated his firm agrees with the recommendations of the Lill-Kubota
report in that Reservoir #1 be abandoned.
Engineering Science's report incorporates changes and upgrades
the Lill-Kubota Water System Report.
Mr. Johnson went over a few of the proposed changes, such as
increased sizes in water lines. Mr. Olson added that basically
there are changes in the size of pipelines but there is less
linear feet.
Mr. Esterline brought up the question of how much additional
monies it will cost for additional facilities after the proposed
capacity is reached by this new bond issue project.
After much discussion on this question, Mr. Watson stated that
this bond project will basically cover the area between the
Buena Vista Lagoon, El Camlno Real, Agua Hedionda Lagoon and the
Ocean as agreed by Mr. Neuson. This proposed bond project will

cover the maximum density population for this area. Mr. Watson
further explained that any further increase in population would
be outside the main project boundary as stated. Therefore, new
outside builders would most likely assume the cost of tapping
into the water lines.
Upon motion made by Mr. Watson seconded by Mr. Atkinson, the
Committee unanimously agreed to accept the preliminary report
and recommend that the City Council do likewise and authorize
preparation of the design phase in accordance with the agreement
between Engineering Science and the City of Carlsbad.
